Contract Specialist.

Responsibilities Pre‑award, award, and post‑award actions for acquisition of supplies and/or services in support of the Installation Energy Division. Prepare Acquisition Plan (AP) documenting solicitation details and contract type. Prepare Request for Proposal (RFP) selecting clauses, terms, and conditions required by FAR and local implementing documents. Monitor solicitation throughout its phases, issuing amendments, answering potential offeror questions, and conducting pre‑proposal conferences. Ensure equitable treatment of all suppliers to maximize competition and minimize protests. Evaluate offers using staff input and personal analysis of responsiveness. Prepare price analysis as necessary. Formulate negotiation strategy and identify negotiable areas. Conduct extensive negotiations before and/or after contract award. Conduct industry surveys or market studies to determine availability and identify potential suppliers. Execute full range of contract administration functions for short and/or long‑term contracts. Handle complex, controversial post‑award actions and resolve contractual problems. Qualifications Must be a U.S. citizen. Basic contracting requirement: (A) bachelor’s degree from an accredited institution, or (B) former DoD civilian or Armed Forces contracting officer with authority to award contracts above the simplified acquisition threshold before September 30, 2000. Contracting officer requirement: at least two years of experience in a contracting position. Specialized experience: one year of experience that directly relates to the duties of the position; must meet GS‑12 level or equivalent for a GS‑13 grade. Must possess DoD acquisition contracting, Contracting Professional certification, and obtain 80 hours of Continuous Learning Points (CLPs) every two years. Provide supporting documentation for all claimed experience, including volunteer experience where applicable. Conditions of Employment Security requirements: Non‑Sensitive. Appointment type: Exempt (FLSA). Selective Service: Males born after 12‑31‑59 must be registered or exempt. Background check required; unfavorable adjudication grounds for removal. Must hold REAL ID or acceptable identification to access federal facilities. Education Substitution of education for specialized experience is not permitted at this grade level. Provide transcripts or other documentation to verify educational claims. Unofficial transcripts are acceptable at the time of application. Graduate education: one academic year of full‑time study (18 semester hours or 27 quarter hours).
