Salary Range: $11,942 – $18,491 / month

The role:

Apply today to join the Interstate Bridge Replacement Program (IBR) team as our director of finance ! In this collaborative role, you will lead all financial operations for the program and supervise all of our agency staff in the program with oversight of finance staff and related finance consultant contracts. You will partner within our agency and work together with the Washington State Department of Transportation (WSDOT) to inform, influence and support multi-state budget development, financial planning, forecasting, toll revenue management, grant administration and federal reporting. You will also directly support our commitment to safe, reliable and well-managed multimodal infrastructure that serves the Pacific Northwest now and in the future.

The Interstate Bridge Replacement program (IBR) is a multi-billion-dollar joint effort by the State of Oregon and the State of Washington to address the regional transportation problems facing the I-5 highway system crossing over the Columbia River between Portland, Oregon and Vancouver, Washington. The Oregon Department of Transportation (ODOT) and the Washington State Department of Transportation (WSDOT) are working together to develop solutions for seismic resiliency, safety improvements, congestion reduction, reliable transit, active transportation, and reliable movement of freight. The program ensures transportation system improvements are properly designed, funded and constructed.

The person in this position will be a State of Oregon employee. This position is based in Portland, Oregon, and the work location will be at our joint office in Vancouver, Washington. This is a hybrid position with the expectation of in-office work up to three days a week or as business needs demand.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%.

Minimum qualifications:

Seven years of management experience in transportation infrastructure development and project delivery ;

OR 

Four years of management experience in transportation infrastructure development and project delivery and a bachelor’s degree in a related field.

Special qualifications:

Driving is an essential function of this position. You must have a valid U.S. driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Experience in program or large project financing as well as financial processes.

Demonstrated ability to develop and prepare long-term strategic goals and objectives and determine strategic plans that outline the mission, vision, values and high-level goals for the project.
