NCDIT - Technical Specialist - Budget Officer

Job Summary (List Format):
- Provide financial management for the NC Health Information Exchange Authority (NC HIEA), including oversight of federal financial participation programs with NC DHHS and CMS.
- Monitor organizational spending to ensure alignment with approved budgets, focusing on Medicaid-related programs.
- Assist with expense projections and provide regular financial updates to leadership.
- Manage federal and private grant funds, ensuring compliance with requirements and maintaining accurate financial records.
- Collaborate with program and project managers to develop and manage organizational budgets, ensuring alignment with operational, policy, and regulatory objectives.
- Analyze spending and revenue trends to identify cost savings and revenue enhancement opportunities.
- Conduct cost-benefit analyses for federal partners and service vendors.
- Support the development and implementation of financial supports for healthcare providers and cost recovery models for HIE Medicaid services.
- Prepare clear, concise financial reports and presentations for both technical and non-technical audiences.
- Work effectively with internal teams, state agencies, and external stakeholders to achieve organizational financial objectives.
- Ensure compliance with state and federal financial policies, particularly those relevant to North Carolina's public sector and healthcare IT programs.
