Requisition #: 1065 Job Title: Program Manager Clearance Level: Active DoD - Secret Required Certification(s): PMP certification by PMI; candidate must possess PMI PMP certification or be willing and able to obtain PMP within 60 days of joining the project (training assistance provided). Responsibilities Experience supervising and managing simultaneous contract operation support functions involving multiple, complex IT projects with significant size and scope. Two years of continuous recent experience (within the last five years) managing U.S. Army IT projects with multiple CONUS and OCONUS performance locations. Provide comprehensive program management support for the Task Order (TO), ensuring effective management, coordination, and oversight of all contractor and subcontractor personnel performing work under the contract. Serve as primary interface with Government stakeholders and ensure program activities align with the Performance Work Statement (PWS). Responsibilities include managing program execution across multiple Government projects, maintaining accountability for performance, cost, schedule, and deliverables, and ensuring compliance with contractual and regulatory requirements. Support program governance, planning, and reporting while implementing a scalable management structure capable of supporting multiple Technical Direction Letters (TDLs) and project efforts concurrently. Develop and maintain the Project Management Plan (PMP), including the Work Breakdown Structure (WBS), management approach, communication processes, risk management strategy, and quality management procedures. Update the PMP to reflect project changes and evolving Government requirements. Ensure effective communication and coordination with Government personnel, including the Technical Point of Contact (TPOC), Contracting Officer (CO), Contracting Officer’s Representative (COR), and other stakeholders. Organize and support program meetings such as the initial Project Kick-Off Meeting, monthly Technical Status Meetings, and TDL-specific Technical Direction Plan (TDP) Kick-Off Meetings. Produce and maintain essential program documentation and reporting, including Monthly Status Reports (MSRs) detailing progress, schedule and milestone tracking, cost and invoicing summaries, personnel staffing updates, risk management status, travel summaries, and issues requiring Government action. Ensure accurate reporting of contractor labor hours through required systems and maintain transparency of financial performance and contract expenditures. Coordinate and manage the execution of TDL-driven work. For each approved TDL, support development of a Technical Direction Plan (TDP) outlining project requirements, staffing, schedules, cost estimates, risk mitigation strategies, and operational considerations. Ensure all TDP activities remain within scope, receive Government approvals, and integrate into the overall program management structure. Manage operational support functions such as travel authorizations, purchasing requests, and trip reporting, ensuring proper Government approvals and adherence to contractual procedures. Ensure compliance with security requirements, cybersecurity supply chain risk management standards, and applicable safety regulations. Contribute to development and maintenance of program plans such as the Quality Management Plan (QMP), Safety Plan, and Cyber Supply Chain Risk Management (C-SCRM) Plan. Support program quality and performance oversight by implementing quality assurance and quality control processes to meet Government expectations and contractual standards. Identify risks and improvement opportunities, support corrective actions, and contribute to proactive problem resolution. Support Transition-In and Transition-Out activities to ensure continuity of Government operations, including assisting with transition plans at contract start to minimize disruption and coordinating knowledge transfer and documentation handoff at contract end. Coordinate program activities to deliver management services across multiple concurrent projects, aligning with Government mission objectives and enabling efficient execution of the life of the contract. Act as a senior technical advisor to Government stakeholders, shaping technical roadmaps and ensuring alignment with mission objectives. Engage with Senior Government leadership to strengthen partnership and collaboration to deliver exceptional program performance and innovative solutions aligned with strategic initiatives. Leverage local and headquarters resources to expand team capabilities, drive innovation, and strengthen customer success. Contribute to management volumes and technical solutioning for proposals, white papers, prototypes, and Agile Lab efforts. Demonstrate deep technical understanding of emerging technology, platforms, software, and ideas to advance team efficiency. Collaborate with Business Development (BD), capture, and sector leadership to support growth initiatives. Plan and communicate project statuses, risks, and schedules to executive-level customers and stakeholders. Partner with project accounting and leadership to own all aspects of program financial management. Coordinate program activities including cost estimating and reporting; financial oversight; subcontractor management; risk management; deliverable schedules; expenditure reporting; and resolution of discrepancies prior to submission to customer for payment. Ensure certification and training compliance for all team members. Work with recruiting to manage timely onboarding and optimize spending and mission performance. Develop and maintain business management policies and procedures for all task areas. Deliver recurring and ad-hoc CDRLs and other deliverables with a clear understanding of requirements. Identify and improve business processes by leveraging internal teams and company resources. Implement and improve effectiveness and efficiency of repeatable program management processes. Drive results to position Agile Defense as a trusted advisor to customers and stimulate growth opportunities. Lead day-to-day technical delivery on high-visibility programs, advancing the AI and data mission. Ensure delivery excellence across data engineering, advanced analytics, and cloud-native architectures. Manage subcontractor relationships to ensure strong partnerships and accountability. Provide both technical and managerial leadership on major tasks and high-priority technology assignments. Establish goals and plans that meet project objectives for customers, teams, and individuals. Lead a team of effective managers to oversee projects. Facilitate strategic planning and milestone development; ensure project documents are complete, current, and archived appropriately. Qualifications Required Certifications PMP certification by PMI; candidate must possess PMI PMP certification or be willing and able to obtain PMP within 60 days of joining the project (training assistance provided). Education, Background, and Years of Experience Minimum of 10+ years of IT program (project) management experience with systems analysis, systems management, networks management, and software development. U.S. Citizenship required. ADDITIONAL SKILLS & QUALIFICATIONS Required Skills Experience focusing on cost, schedule, and performance of the program. At least two years of experience with cloud computing, systems administration, network engineering, and data warehousing using third-party hosting providers. Experience with Business Intelligence (BI), data integration of structured and unstructured data, and managing a diverse workforce to solve information management challenges. Effective communication with staff at all levels with strong listening skills. Preferred Skills Smartsheet experience (dashboards, reporting, automated workflows). Excellent writing, verbal communication, and presentation skills; strong analytical, teaming, and interpersonal skills. Positive attitude, teamwork, and adaptability; self-starter and detail-oriented. Ability to manage multiple tasks with minimal direction; willingness to seek guidance when needed. Strong risk management understanding; data analysis, metrics, and reporting proficiency.
