Job ID: 101004967088Posted: 2026-09-22Location: Jersey City, New Jersey, United StatesSalary: $170,000.00 - $300,000.00Category: Technology, Applications Development, ExecutiveCompany: CitiRole OverviewThe Cleared Over the Counter Derivatives (OTC Clearing) Engineering Head is a senior leadership role within Futures & Derivatives Clearing (FDC) Technology, responsible for defining and executing the technology strategy, roadmap, and delivery agenda supporting OTC Clearing across global central counterparties (CCPs) for both Client and House clearing businesses.The role partners closely with OTC Clearing Product, Business, Operations, Risk, and Enterprise Technology teams to deliver a scalable, resilient, and strategically aligned technology platform that supports business growth, regulatory requirements, operational efficiency, and risk management objectives.A key component of this role is leading the modernization and transformation of the OTC Clearing technology estate, including application architecture, data strategy, platform resiliency, operational excellence, and software engineering practices. The successful candidate will drive the evolution of the platform toward simplified architectures, improved data quality and lineage, greater automation, and enhanced stability and scalability.This is a global leadership position managing teams across multiple regions and requiring strong collaboration across FDC Technology, Markets Technology, and enterprise engineering organizations.Key ResponsibilitiesStrategy & Technology LeadershipDefine and execute the strategic vision, technology roadmap, and investment priorities for the OTC Clearing technology platform.Partner with business, product, operations, and control functions to identify opportunities that support revenue growth, operational efficiency, risk reduction, and regulatory compliance.Lead technology transformation initiatives focused on platform modernization, architecture simplification, cloud adoption where appropriate, automation, and engineering excellence.Establish long-term architectural direction, ensuring solutions are scalable, resilient, secure, and aligned with enterprise technology standards.Delivery & ExecutionLead the execution of a complex global change portfolio, ensuring predictable delivery against business, regulatory, and strategic objectives.Drive end-to-end ownership of technology solutions from concept through implementation and production support.Ensure effective prioritization of initiatives, balancing strategic investment, regulatory commitments, technical debt reduction, and platform stability.Provide regular updates and strategic reviews to senior technology and business leadership.Engineering & Operational ExcellenceChampion modern engineering practices, including DevSecOps, CI/CD, observability, automated testing, and operational automation.Establish and maintain high standards for platform availability, performance, resiliency, and recoverability.Drive improvements in data quality, governance, lineage, and controls across the OTC Clearing ecosystem.Ensure robust production support processes, incident management, disaster recovery capabilities, and operational readiness for all critical services.Leadership & Talent DevelopmentLead and develop a global organization of technologists across multiple regions and disciplines.Build a high-performance engineering culture focused on accountability, innovation, collaboration, and continuous improvement.Develop leadership succession plans and create opportunities for career growth and talent retention.Foster strong engagement across geographically distributed teams and promote alignment with organizational objectives.Risk, Controls & GovernanceEnsure all technology solutions comply with applicable regulatory requirements, internal policies, and enterprise control standards.Partner with Risk, Compliance, Audit, and Information Security teams to maintain a strong control environment.Proactively identify and manage technology, operational, and delivery risks, implementing appropriate mitigation strategies.Drive transparency, accountability, and effective governance across all change and run-the-bank activities.QualificationsRequired Experience15+ years of engineering leadership experience within financial services markets technology.8+ years of managing large, globally distributed engineering organizations.Demonstrated experience building and evolving OTC Clearing technology platforms supporting client and/or house clearing workflows.Proven track record of delivering large-scale transformation and modernization initiatives within complex, highly regulated environments.Experience managing senior stakeholder relationships across business, operations, risk, compliance, and technology functions.Technical & Domain ExpertiseDeep understanding of OTC derivatives clearing processes, clearing workflows, CCP connectivity, margining, lifecycle management, and post-trade processing.Strong knowledge of clearing-related regulatory requirements across major jurisdictions, including the United States, United Kingdom, European Union, and Asia-Pacific markets.Experience designing and operating high-availability, mission-critical trading or post-trade platforms.Strong understanding of modern architecture patterns, distributed systems, data management, and engineering best practices.Demonstrated success implementing DevOps, automation, observability, and platform reliability practices at scale.Leadership CompetenciesStrategic thinker with the ability to translate business objectives into technology solutions.Strong
