Health and Human Services Agency - Behavioral Health Glenn County is located in the United States about half way between Sacramento and Redding in Northern California. Glenn County is primarily an agricultural community with mountains on the west, the Interstate 5 corridor taking you through rich farm land, and the Sacramento River bounding the east side of the County. With over 1,188 farms, agriculture remains the primary source of Glenn County's economy. Major commodities include rice, almonds, milk products, prunes and livestock. Glenn County was incorporated on March 5, 1891. The County seat, Willows, was created on March 11, 1891. Glenn County was developed out of the northern portion of Colusa County and was named for Dr. Hugh J. This position in the Behavioral Health division of the Health and Human Services Agency performs a wide variety of specialized technical duties and provides information and assistance to the public regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. The position is full-time and scheduled for forty (40) hours per week.

JOB DUTIES

Establishes files; maintains accurate and detailed records; verifies the accuracy of information; researches discrepancies and notifies appropriate personnel or agency. Word processes and proofreads a variety of documents; enters a variety of departmental data into the computer; retrieves information as needed; operates various printers. Attends a variety of meetings with staff, other departments/divisions and/or outside agencies as appropriate. Receives and responds to inquiries, requests for assistance and complaints from County staff, outside agencies and/or the general public. The ideal candidate will have experience related to filing, reception, processing mail, answering telephones, and assisting the public and/or other office support duties.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I: Three years of increasingly responsible technical and clerical experience. Completion of 24 semester units from an accredited college or university in business-related course work may be substituted for one year of the required experience. II: Four years of increasingly responsible technical and clerical experience. Completion of 24 semester units from an accredited college or university in business-related course work may be substituted for one year of the required experience.

EDUCATION:

I/II: Equivalent to the completion of the twelfth grade.

HOLIDAYS:

13 paid holidays per year and an additional twenty four hours of Holiday Leave. An employee must be employed the last working day before and the first working day after the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits.

VACATION:

88 hours (approximately 11 working days) per year during the first 2 years of service; 128 hours (approximately 16 working days) per year during years 3 through 12; 168 hours (approximately 21 working days) per year during years 13 through 19; 208 hours (approximately 26 working days) per year after 20 full years of service.

SICK LEAVE:

96 hours (approximately twelve working days) per year of paid sick leave.

BEREAVEMENT LEAVE:

40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, grandchild, stepparent, parent, grandparent, parent-in-law, grandparent-in-law, brother-in-law, sister-in-law, brother or sister.

LONGEVITY:

Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 2%, after 20 full years of service 2%, after 25 full years of service 2% and after 30 full years of service 2% for a total of 13%.

HEALTH PLAN:

Glenn County contracts with PERS for medical insurance. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium.

VISION PLAN:

The County pays the employee premium for a vision plan with EyeMed. The employee may enroll dependents at the employee’s expense.

DENTAL PLAN:

GCGU employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy-up (PPO) Plan and DeltaCare (HMO) Plan. The employee pays 100% of the premium through payroll deduction.

DEFERRED COMPENSATION:

The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long-term savings plans): Voya, Nationwide and Edward Jones.

SHORT TERM DISABILITY:

The County coordinates with State Short Term Disability Insurance for regular employees.

LIFE INSURANCE:

The County pays the premium on a $10,000 Term Life Insurance policy for regular County employees. The employee pays the premium for optional life insurance.

RETIREMENT:

The County participates in the Public Employees’ Retirement System (PERS) which is coordinated with Social Security. The employee is responsible for 100% of the employee’s portion. Unused accrued sick leave can be converted to service credit at retirement.

SUPPLEMENTAL RETIREMENT:

GCGU employees participate in the Laborers’ International of North America (Industrial) Pension Fund.
