Associate Engineer

Job TitleConstruction:Essential Functions:Perform beginning level civil engineering work as part of a construction/contract management team responsible for the administration of the construction of collection system and/or facility improvement projects.Verify that the construction conforms to the contract documents.Evaluate/review change orders requests, contractor submittals and contractor claims and prepare technical reports concerning complex construction and engineering problems and solutions.Perform construction observation.Make necessary field inspections to determine existing conditions.May meet with government officials, consultants, and the general public to help communicate District policies and responsibilities.Additional Responsibilities:Maintain records and prepare reports; perform related work as required or as delegated by supervisors.Design:Essential Functions:Perform beginning level civil engineering as part of a design team responsible for the production of plans and specifications for the construction of District projects OR as part of a consultant contract management team responsible for coordinating the plans and specifications for the construction of District projects.Compile data.Check layout of manholes, inlet structures and pipelines, and calculate hydraulic properties of pipelines and drainage channels.Correlate information obtained from topographic and other maps and plans.Extend estimates.Process project information in preparation for construction bidding.Perform related civil engineering work.May investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems.May make necessary field inspections to determine existing conditions.May meet with government officials, consultants, and the general public to help define District policies and responsibilities.Additional Responsibilities:Maintain records and prepare reports; perform related work as required or as delegated by supervisors.Environmental Compliance:Essential Functions:Perform beginning level civil engineering as part of an environmental compliance team.Assist in review Engineering submittals for plan review for pretreatment pollutant control technologies and designs to ensure customers' compliance with federal, state and local regulations.Review significant industrial users reports and prepare permits.Assist with inspections of sanitary and storm pollution control equipment.Review, evaluate and summarize of federal, state and local environmental regulations which may impact the District or its customers.Advise District operating units and customers on environmental requirements and coordinate with them to ensure District compliance with requirements.Review or prepare required regulatory reports, applications and plans.Enforce compliance with District Ordinances.Keep detailed records and prepare administrative and technical reports.Perform industrial and other facility wastewater billing investigations.Secure, update and process information from industries relating to the volume and strength of wastewater discharges and determination of appropriate billing factors.Document and maintain discharge data.Assist in the daily operation of the District's hauled waste program.Process and approve/deny special discharge applications.Additional Responsibilities:Maintain records and prepare reports; perform related work as required or as delegated by supervisors.Planning:Essential Functions:Perform beginning level civil engineering with a development review team.Review plans for sewerage and drainage facilities to ensure compliance with regulations and engineering design requirements.Provide technical assistance to consulting engineers, developers and customers on sanitary and storm water drainage facilities.Compile data.Calculate drainage areas.Check layout of manholes, inlet structures and pipelines, and calculate hydraulic properties of pipelines and drainage canals.Correlate information obtained from topographic and other maps and plans; perform related civil engineering work. OR Perform beginning level civil engineering with a program planning team planning for the system needs and capital improvements in the following areas: collection systems (sanitary and combined), wastewater treatment, storm water, pump stations, and green infrastructure.Perform hydraulic modeling.Coordinate with various groups within the District including, Operations, Design, Construction, and Development Review.Monitor project schedules.May investigate storm water, sanitary, and combined sewer complaints and recommend solutions to problems.May make necessary field inspections to determine existing conditions.May meet with government officials, consultants, and the general public to help define District policies and responsibilities.Additional Responsibilities:Maintain records and prepare reports; perform related work as required or as delegated by supervisors.Operations - Collection Systems:Essential Functions:Investigate customer complaints with regard to sewer backups, sewer separation requests, storm water problems, erosions, flooding, and other related issues;Provide information to the public or governmental officials regarding the collection systems;Manage the Sewer Separation Program and initiate work orders for installation of devices to alleviate sewer backups in buildings;Provide CCTV review and coding for quality assurance of in-house CCTV inspections;Investigates sewer problems dealing with such issues as backups and overflows, and make recommendations for maintenance and rehabilitation corrections;Provide technical engineering support to Operations staff members;Attend watershed meetings and coordinate communications between other divisions within MSD.Additional Responsibilities:Maintain records and prepare reportsPerform related work as required or as delegated by supervisorsOperations - Asset Management:Essential Functions:Assist with providing support to treatment plant, pump station, sewer collection system, and/or vehicle maintenance departments to maintain work processes.Asset upgrades, maintenance, and modification related to the life cycle Asset Management Program.Monitor, use & maintain data in the computerized maintenance management system (CMMS) and dashboards to accurately report on program performance against objectives, troubleshoot and correct errors.Assist with updating & maintaining life cycle asset maintenance standards as assigned to minimize failures and achieve reliability and service level goals.Assist with implementing the District's capital improvement program to define assets, develop and collect asset information ahead of project completion.Assist in any data conversion, cleanup, migration, testing, and monitoring efforts of the computerized (IBM Maximo) asset management system.Assist with training District personnel.Additional Responsibilities:Maintain records and prepare reports; perform related work as required or as delegated by supervisors.QualificationsEngineering (Construction/Design/Environmental Compliance/Planning): Training and Experience:Bachelor's degree in engineering or in the final year of coursework towards a Bachelor's degree from an accredited college or university. [Note: In either case, MSD requires proof of graduation on or before the first day employment.]Desirable Knowledge and Skills:Knowledge of principles and practices of civil engineering; comprehensive knowledge of District regulations and procedures applicable to sewer construction; problem solving and communication skills necessary to work effectively with contractors, engineers, and MSD staff to ensure the successful completion of these projects; considerable knowledge of spreadsheet, word processing and design software; extensive skill in reading and interpreting complex engineering plans and specifications; exceptional skill in maintaining records and preparing technical reports; thorough skill in analyzing and integrating data; considerable skill in communicating effectively both in oral and written form; exceptional ability in forming and maintaining effective working relationships.Operations: Training and Experience:Bachelor's degree in Civil, Chemical, Mechanical, Electrical, or Environmental engineering or in the final year of coursework towards a Bachelor's degree from an accredited college or university.
