Examples Of Duties

This position involves providing responsible professional and technical assistance in the administration and implementation of financial auditing, and accounting programs for the City, Public Facilities Corporation, Financing Authority, and Successor Agency. Key duties include:

• Preparing a wide variety of financial and statistical reports, including year-end reporting, budgetary reports, assisting in the preparation of the Comprehensive Annual Financial Report (CAFR), grants reporting, and preparing other legal documents and management analysis.
• Monitoring expenditures, revenues, cash flows, and budget allocations to determine the City's financial status and prepares custom reports, graphs, and schedules as needed.
• Preparing journal entries and reconciling general ledger and subsidiary accounts related to postings from payroll, accounts payable, cash receipts, and accounts receivable; prepares monthly bank reconciliations; prepares a variety of monthly financial reports.
• Interpreting, explaining, and applying general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of municipal government.
• Analyzing and reconciling expenditure and revenue accounts, including bond accounts; reviews and processes appropriation transfer requests between accounts; reconciles bond statements and bank statements to the general ledger.
• Participating in and assuming responsibility for various departmental programs including financial statements, financial analyses and auditing, general ledger, grants accounting, and special project accounting; conducts and prepares special studies and reports.
• Participating in the compilation and preparation of annual budgets, including assisting other departments with budget preparation, providing revenue and expense projections, monitoring expenditures, and preparing and updating cash flow and projections.
• Maintaining and monitoring the City's grant funds and ensuring compliance with rules and regulations governing the use of each grant.
• Reviewing quarterly and annual federal and state payroll tax returns; ensuring tax returns are filed in a timely manner.
• Maintaining adequate internal controls over the City's revenues; handling daily cash management by securing revenues collected by the City; verifying accuracy and completeness of funds collected; performing periodic audits of revenues and cash management processes.
• Reviewing purchases to ensure compliance with budgetary and contractual requirements.
• Participating in the preparation of audit schedules and reports for external auditors and assisting the Finance Manager and Director of Finance during the annual auditing process.
• Assisting with investments, portfolio management, cash management, debt management, new financing, and revenue and expense projections.
• Researching and analyzing technical transactions to resolve questions and validate data: ensuring fiscal accountability and fund integrity for transactions and supporting documentation.
• Attending meetings, conferences, workshops, and training sessions, and reviewing publications to remain current on principles, practices, and new developments in the field of accounting.
