You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT (N8) of MILITARY SEALIFT COMMAND.

Duties

Help

• You will be responsible for formulate budgets and estimates to support plans and programs.
• You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization.
• You will perform a variety of accounting and financial management duties.
• You will interpret budgetary policies and practices.
• You will identify and resolve budgetary problems.
• You will be responsible for reconciling all cash accountability functions for MSC vessels.
• You will be responsible for reconciling cash on hand accounts.
• You will be responsible for auditing ships accountability records including surprise audits.
• You will be responsible for providing advice regarding systematic changes with disbursing process.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-11

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience with analyzing and recommending costs and benefits of alternative methods of financial management and administrative operations.
• Experience directing and performing continuing program execution review, analysis and appraisal of major operating and support programs within the organization.
• Experience implementing legal and regulatory controls over approved budgets and providing advice on effective and efficient methods for the acquisition and use of funds.
• Experience in development, determination and interpretation of budgetary policies and practices.
• Experience with a variety of other fiscal, accounting, or financial management duties and responsibilities.

For the GS-09

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience performing or advising work in any phases or systems of budget administration.
• Experience with basic formulation of budget and estimates to support plans, programs, and activities.
• Experience reviewing budget requests.
• Experience with basic interpretation of budgetary policies and practices.

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related

For the GS-09

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
