Job Description:\n\nDescription: Reentry & Recovery Operations Coordinator Last revised date: 8/2026 Department: Community & Behavioral Services - Reentry & Recovery Location: Juneau Note: Regular Hours 11am-7:30pm Exemption Status: Non-Exempt Pay Grade(s): 10/11 ($33.62 - $36.98+ DOE) Purpose: The Reentry & Recovery Operations Coordinator is responsible for coordinating the day-to-day residential operations, logistics, facilities, supplies, and operational systems of the Tribe’s Reentry & Recovery Program across multiple transitional recovery residences. The incumbent ensures the houses are safe, adequately staffed, organized, supplied, and consistently operated in accordance with established program policies and procedures. Under the direction of the Reentry & Recovery Administrator, the Operations Coordinator directly supervises Participant Advisors and coordinates staffing schedules, coverage, residential procedures, property needs, inspections, maintenance requests, transportation resources, safety systems, and other operational activities necessary to maintain reliable 24-hour residential services. The operations Coordinator works closely with the Senior Case Manage/Social Worker, Participant Success Specialists, R&R Coordinator, and other program staff to ensure residential operations support participant recovery, stability, accountability, and successful community reintegration. The position serves as the primary operational link between the program’s residential properties and the Reentry & Recovery Administrator. Essential Functions. An individual in this role must be able to perform the following functions with or without reasonable accommodation: · Coordinate the day-to-day operations of all Reentry & Recovery residential properties and ensure each residence is safe, functional, appropriately staffed, adequately supplied, and operated consistently with established program expectations. · Directly supervise Participant Advisors, including the Day/Float Participant Advisor, and provide regular supervision, coaching, training, work direction, performance feedback, and accountability. · Develop and maintain Participant Advisor schedules and coordinate planned and unplanned coverage to ensure appropriate staffing across all residential properties. · Review and approve routine schedule adjustments and leave requests within delegated authority and promptly address anticipated staffing or coverage gaps. · Coordinate Participant Advisor orientation and training and ensure staff understand residential procedures, emergency response, participant boundaries, confidentiality, incident reporting, curfew procedures, substance-testing protocols, safety expectations, and required communication practices. · Monitor Participant Advisor performance and address routine performance concerns through coaching, training, and corrective guidance; promptly elevate significant or recurring personnel concerns to the Reentry & Recovery Administrator. · Conduct regular check-ins with Participant Advisors and ensure effective communication between overnight, daytime, and program staff. · Review Participant Advisor shift communications, residential logs, curfew documentation, testing records, incident reports, and other operational documentation for completeness, accuracy, timeliness, and appropriate follow-up. · Ensure consistent implementation of established residential policies, house expectations, curfew procedures, approved substance-testing procedures, visitor expectations, safety requirements, and other operational protocols across all program residences. · Coordinate routine house inspections and monitor cleanliness, safety, room condition, common areas, supplies, furnishings, equipment, and compliance with established residential standards. · Identify facility, maintenance, repair, safety, security, or property concerns and coordinate timely resolution with Tribal facilities staff, vendors, landlords, or other responsible parties as appropriate. · Maintain and track maintenance requests and follow through to ensure identified property concerns are appropriately resolved. · Coordinate participant move-in and move-out logistics, including room readiness, keys, furnishings, supplies, property condition documentation, and communication with appropriate program staff. · Coordinate room turnover between participants and ensure rooms are appropriately cleaned, inspected, furnished, supplied, and ready for occupancy. · Maintain adequate inventories of household supplies, cleaning products, linens, safety supplies, testing supplies, office materials, and other operational resources required by the residences. · Coordinate ordering, purchasing, receipt, distribution, storage, and inventory of program and household supplies in accordance with established purchasing procedures and delegated authority. · Monitor program equipment, furnishings, keys, safety equipment, vehicles, and other assigned assets and report loss, damage, replacement needs, or other concerns. · Ensure transportation resources are used safely, efficiently, and in accordance with Tribal policies and program procedures. · Coordinate routine operational calendars, including inspections, maintenance, safety checks, vehicle servicing, supply ordering, staff coverage, house activities, and other recurring residential requirements. · Monitor residential safety and emergency-preparedness systems, including fire extinguishers, smoke and carbon monoxide detectors, first-aid supplies, naloxone availability, emergency contact information, evacuation procedures, and other required safety resources. · Ensure Participant Advisors understand and consistently follow emergency, safety, security, incident-reporting, and after-hours escalation procedures. · Respond to or coordinate response to operational issues and residential emergencies within the scope of the position and promptly notify the Reentry & Recovery Administrator of significant incidents, safety concerns, property damage, staffing emergencies, or other elevated risks. · Review incident reports involving residential operations and ensure appropriate operational follow-up is completed. · Communicate promptly with the Reentry & Recovery Administrator regarding significant residential, staffing, facilities, transportation, safety, or operational concerns. · Collaborate with the Senior Case Manager and Participant Success Specialists when participant circumstances affect residential operations while maintaining appropriate distinctions between operational responsibilities and participant case management. · Reinforce established program and house expectations consistently while referring individualized participant-service decisions, case-plan concerns, behavioral agreements, admission or discharge recommendations, and other case-management matters to the appropriate participant-services staff or Reentry & Recovery Administrator. · Collaborate with the R&R Recovery Coordinator regarding purchasing documentation, invoices, records, schedules, reporting needs, participant move-in and move-out documentation, and other administrative processes related to residential operations. · Assist the Reentry & Recovery Administrator in developing, reviewing, implementing, and improving residential procedures, operational workflows, safety practices, staffing plans, and continuity-of-operations procedures. · Identify recurring operational problems, staffing patterns, property concerns, transportation barriers, supply needs, and workflow inefficiencies and recommend practical improvements to the Reentry & Recovery Administrator. · Maintain accurate operational records, schedules, inventories, inspection records, maintenance logs, vehicle records, safety documentation, and other assigned records. · Participate in staff meetings, management meetings, trainings, quality-improvement activities, emergency-preparedness activities, and program planning as assigned. · Foster a residential environment that promotes safety, accountability, dignity, respect, recovery, cultural connection, and participant independence. · Maintain confidentiality and comply with HIPAA, 42 CFR Part 2, Tribal policies, and other applicable confidentiality and records-management requirements. · Maintain required training and professional certifications. · Provide operational coverage or direct residential support when necessary, during staffing shortages, emergencies, or other circumstances necessary to maintain safe program operations. · Perform other related duties as assigned. Requirements: Knowledge, Skills & Abilities. A comprehensive set of capabilities required to perform job tasks effectively: · Knowledge of residential program operations, supportive or transitional housing, recovery-oriented environments, and basic principles of reentry and community reintegration. · Knowledge of staff supervision, scheduling, coaching, performance management, training, and workplace accountability. · Knowledge of residential safety, emergency preparedness, incident response, security practices, and risk identification. · Knowledge of facilities coordination, property maintenance, inspections, supply management, inventory control, and residential logistics. · Knowledge of vehicle and transportation coordination, scheduling, maintenance tracking, and related operational documentation. · Knowledge of purchasing, invoices, procurement processes, inventory systems, and basic budget controls. · Knowledge of confidentiality, professional boundaries, HIPAA, 42 CFR Part 2, and secure handling of participant information. · Knowledge of trauma-informed, culturally responsive, person-centered, and recovery-oriented practices. · Ability to supervise employees working independently across multiple residential properties and varied schedules. · Ability to develop staffing schedules, anticipate coverage needs, coordinate relief staffing, and respond effectively to unexpected absences. · Ability to establish clear expectations, provide constructive feedback, coach staff, address routine performance concerns, and escalate significant concerns appropriately. · Ability to coordinate multiple residential properties, operational priorities, deadlines, maintenance needs, transportation requests, and staffing requirements simultaneously. · Ability to identify safety, facility, staffing, and operational risks and take appropriate action within established procedures. · Ability to respond calmly and effectively to emergencies, conflicts, unexpected situations, and competing priorities. · Ability to distinguish residential and operational responsibilities from case-management, clinical, and program-administration responsibilities. · Ability to communicate effectively and professionally with participants, employees, managers, Tribal departments, vendors, facilities personnel, and community partners. · Ability to maintain accurate schedules, logs, inventories, inspection records, maintenance records, vehicle records, and other operational documentation. · Ability to analyze recurring operational problems and develop practical solutions that improve safety, consistency, efficiency, and continuity. · Ability to work independently, exercise sound judgment within delegated authority, and promptly seek management guidance when appropriate. · Ability to maintain confidentiality, professional boundaries, fairness, reliability, objectivity, and cultural humility. · Ability to use Microsoft Office, scheduling systems, electronic records, purchasing systems, spreadsheets, email, and virtual communication platforms. · Familiarity with Tlingit, Haida, and Tsimshian cultures, values, communities, and systems of care. Minimum Qualifications (education, experience, skills): · Associate degree in Business Administration, Public Administration, Human Services, Criminal Justice, Facilities Management, Hospitality, Behavioral Health, or a related field; or an equivalent combination of education, training, and progressively responsible relevant experience. · Three years of progressively responsible experience in residential services, housing, operations, facilities, human services, behavioral health, recovery services, corrections, hospitality, property operations, or a closely related field. · At least one year of experience providing lead work, staff supervision, scheduling, training, or coordination of employees working across multiple shifts or locations. · Demonstrated experience coordinating operational activities such as scheduling, facilities, transportation, purchasing, supplies, inventory, safety, or property needs. · Ability to work effectively with individuals affected by incarceration, substance use, behavioral health concerns, homelessness, housing instability, or other significant barriers to community reintegration. · Valid driver’s license. · Ability to meet applicable criminal-background-check requirements. · CPR, First Aid, and naloxone certification, or ability to obtain them within the required period. Preferred Qualifications (education, experience, skills): · Bachelor’s degree in Business Administration, Public Administration, Human Services, Criminal Justice, Facilities Management, Behavioral Health Administration, or a related field. · Three or more years of supervisory, lead, or operations-coordination experience. · Experience supervising employees working evenings, overnight shifts, weekends, or at multiple locations. · Experience working in recovery housing, transitional housing, supportive housing, residential treatment, shelters, corrections, reentry services, behavioral health, or another 24-hour residential environment. · Experience coordinating facilities, property maintenance, vehicles, transportation, purchasing, inventory, or emergency-preparedness systems. · Experience working with Alaska Native or American Indian individuals, families, and communities. · Training in trauma-informed care, motivational interviewing, crisis response, de-escalation, suicide prevention, substance use disorders, or recovery-oriented practices. · Knowledge of Tlingit, Haida, and Tsimshian cultures and traditions.
