Help

The primary purpose of this position is: To serve as a senior program analyst and advisor to USAF for matters of acquisition, modification, and sustainment of training systems and synthetic environments for multiple platforms. Subject Matter Expert (SME) for planning, organizing, testing, and determining the necessary policies, regulations, directives, doctrine, and procedures for major command program(s).

• Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of programs. under multiple major commands.
• Serves as an Operational Test and Evaluation (OT&E) Test Director/ Integrated Test Team (ITT) Lead for assigned combat training systems and has oversight responsibility of all phases of acquisition and sustainment testing.
• Serves as the Operational Test and Evaluation (OT&E) Test Director for assigned combat training systems and subsystems to include Simulator Certification (SIMCERT), Simulator Validation (SIMVAL) and synthetic environment certification.
• Leads execution of, chairs, and/or attends meetings/activities necessary to support training device acquisitions, modifications, and sustainment programs.
• Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.

• Military aviator experience highly desired.
• Experience in developmental or operational test is highly desired.
• Previous experience as an instructor and/or evaluator in a military aircraft is highly desired.
• Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance and eligibility/access for Top Secret Special Access Programs (SAP).
• The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Completion of recurring continuing education training is required to maintain certification.
• Combat/Combat Support flight experience is highly desired.
• Work requires travel away from the normal duty station by commercial and/or military aircraft.
• The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
• This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).

• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, aircraft training systems both manned and unmanned, rescue, foreign military sales, contingency, or similar operations. Expert knowledge of the application of military aviation training systems expertise as it applies to assigned programs and assigned weapons systems. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, aircraft training systems both manned and unmanned, rescue, foreign military sales, PPBS, acquisition, special operations, or similar operations.

2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events.

3. Knowledge of test and evaluation methodologies to develop and implement advanced or innovative modifications to standard accepted methods and practices of aircraft system testing, necessitated by unique limitations and requirements of operational testing. Knowledge of DoD acquisition and life cycle management policies, procedures, and practices.

4. Ability to lead, plan, and execute Developmental Test (DT) and Operational Test (OT) events.

5. Ability to research, analyze, and interpret high-level guidance including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. Skilled in effective communication, demonstrating mastery of both oral and written forms, to communicate findings, recommendations, and program information to diverse audiences.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
