Job Description

This is a T5 Excepted Service, temporary position not to exceed 1 year. Selectee may be non-competitively extended up to 4 years if/when funding becomes available. The primary purpose of the HR ASST (OA), GS-0203-6/7, is to provide limited technical assistance to Human Resources Specialists servicing both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.

Duties

Coordinates human resources transactions on a daily basis with management officials, employees, the ARNG/ANG organization/unit and HRO. Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment.

Receives and reviews all application packets for accuracy and notifies all applicants of discrepancies. Compiles and sends results of nomination/selection board to higher level specialist for reviews. Notifies candidates of the result of their application. Uses a variety of source documents, regulations, and guides in determining proper procedures to follow when filling positions.

Processes incoming Requests for Personnel Actions (RPAs). Screens requests, documents, and reports for completeness and accuracy. Inputs data into the Automated Personnel System. Researches, validates, and provides information on position descriptions. Composes and prepares routine correspondence.

Provides advice and support to managers, supervisors, commanders and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. At the lower grade level of GS-06, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met. May make additional selections within 90 days of eligible(s) issuance.
