Position Summary

The Research/Bid Coordinator is responsible for identifying, tracking, organizing, and supporting high-value bid and business development opportunities for MNCP Staffing across federal, state, local, education, and commercial markets.

This role serves as the front end of the opportunity pipeline—researching solicitations, analyzing bid requirements, monitoring procurement portals, coordinating deadlines, maintaining opportunity records, and supporting proposal development from initial identification through submission.

The ideal candidate is highly organized, detail-oriented, research-driven, and comfortable working with government procurement systems, solicitation documents, spreadsheets, deadlines, and cross-functional teams.

For federal opportunities, this position will support the growth of MNCP’s federal-facing workforce solutions practice focused on Federal | Defense | Civilian | Cleared | Mission Critical workforce requirements.

Key Responsibilities

• Research and identify federal, SLED, commercial, staffing, professional services, IT, administrative, technical, workforce, and subcontracting opportunities that align with MNCP capabilities.
• Monitor procurement platforms and bid portals including SAM.gov, GSA eBuy, state and local procurement sites, NGEM, Bonfire, BidNet, DemandStar, PlanetBids, OpenGov, agency portals, and other bid intelligence platforms.
• Review RFIs, RFQs, RFPs, Sources Sought Notices, Invitations to Bid, and subcontracting opportunities.
• Conduct initial GO/NO-GO analysis based on scope, geography, labor categories, contract value, due date, certifications, past performance, staffing requirements, competition, and strategic fit.
• Maintain an accurate bid pipeline and opportunity tracker, including deadlines, status, next steps, owners, and submission requirements.
• Prepare concise opportunity summaries for management and proposal teams.
• Identify mandatory requirements, evaluation criteria, deliverables, forms, attachments, pricing requirements, page limitations, certifications, and submission instructions.
• Create and maintain bid compliance checklists.
• Coordinate internal kickoff meetings for approved opportunities.
• Support proposal writers and subject matter experts by gathering company information, past performance, resumes, certifications, references, pricing inputs, and supporting documentation.
• Maintain and update MNCP’s federal and commercial proposal library.
• Research incumbent contractors, contract history, agency spending patterns, likely competitors, and potential teaming partners.
• Identify prime contractors that may require MNCP as a staffing, workforce, small-business, or subcontracting partner.
• Research supplier registration opportunities with Fortune 500 companies and government prime contractors.
• Assist with registration and profile maintenance in supplier, vendor, and procurement systems.
• Track questions, amendments, addenda, notices, and changes associated with active bids.
• Coordinate final submission packaging and verify that all required documents are complete.
• Maintain organized electronic bid folders and naming conventions.
• Track post-submission activity, award notices, debriefing requests, and future recompete dates.
• Support development of capability statements, executive summaries, letters of interest, sources sought responses, and corporate qualifications.
• Maintain awareness of upcoming contracts and expiring incumbent agreements so MNCP can engage buyers before solicitations are released.
• Support conference and matchmaking preparation by researching agencies, buyers, prime contractors, and target accounts.
• Prepare weekly reporting on newly identified opportunities, active bids, upcoming deadlines, pipeline value, and capture priorities.

• Federal prime subcontracting opportunities

The coordinator should also monitor opportunities that align with MNCP’s GSA MAS, small-business, DBE/MBE, and other applicable certifications and contract vehicles.

Required Qualifications

• 2+ years of experience in research, procurement, proposals, business development, government contracting, staffing, or a similar role preferred.
• Strong research and analytical skills.
• Excellent written communication and proofreading ability.
• Strong attention to detail and deadline management.
• Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and PDF tools.
• Ability to review lengthy solicitation documents and extract critical requirements.
• Experience maintaining trackers, spreadsheets, calendars, or CRM data.
• Ability to manage multiple bids and priorities simultaneously.
• Strong organizational and file-management skills.
• Ability to work independently and follow through without constant supervision.
