Position Title Housing and Rehabilitation Loan Officer Job Description We are looking for a Housing and Rehabilitation Loan Specialist to support our Housing Stability team. About the Position In this position, you’ll play an important role in helping individuals and families access housing assistance through the Division’s housing rehabilitation and homebuyer loan and grant programs. You’ll work directly with applicants to understand their financial circumstances, determine eligibility, and help develop appropriate financing packages. You’ll interview applicants, collect and verify income and expense information, prepare loan and grant applications for review by the Housing Program Funds Loan Committee, and respond to applicant questions by phone and email. You’ll also create and maintain project files, prepare reports, and assist with closing approved loans and grants. This position works closely with the Loan Administrator, Financial Analyst, and Rehabilitation Team and provides an opportunity to apply your financial knowledge to a variety of housing programs. You’ll help interpret and apply division financial policies, government legislation, accounting principles, and applicable customer financial regulations to support sound and consistent program decisions. What You’ll Bring The ideal candidate will have knowledge and experience in finance, loan processing, and loan underwriting, including a basic understanding of FNMA/FHLMC lending and documentation requirements. You should be comfortable working with Federal, State, and local rules and regulations and applying financial information to make informed decisions. Strong analytical and communication skills are important in this role. You’ll need the ability to review and summarize complex financial information and develop clear recommendations related to policies, procedures, internal controls, and program actions. Salary Position Salary Range: E26 - $60,941/yr. to $83,111/yr. The established market rate for this position is $83,111/yr. Key Responsibilities Interviews and consults with property owners and residents applying for the direct delivery loan and/or grant programs. Determines types of loan eligibility based upon needs, income, and expenses. Meets with property owners to review document requirements and to obtain needed documents. Communicates clearly about the program, process, and loan products. Responsible for the underwriting of loan applications to assess different loan applicants’ eligibility for the program. This includes, but is not limited to, an assessment of applicants’ income, employment status, experience, business plan, credit standing, collateral, previous financial statements, and financial projections. Must work closely with applicants to discern valuable information needed for underwriting, including documentation and extenuating circumstances. Must have frequent communication with applicants during the eligibility and underwriting process. Conducts background research to verify accuracy of information given by applicant. Orders credit reports, title reports, employment verification, and other information necessary to properly document claims and evaluate applications. Ensures that underwriting procedures are followed according to program policy and in accordance with best financial practices. Demonstrates a sound understanding of, and ability to follow, established procedures, departmental guidelines, and precedents in performing various financial functions. Following general instructions and with discretion as to work details, performs specialized financial, accounting, investigations, coordination, and analysis requiring competence and specialized knowledge of various financial functions such as budgeting and auditing. Responsible for coordinating Housing Program Funds Loan Committee meetings, preparing summary loan reports, performing financial analyses, and revising forms & applications. Must answer questions from committee members and work diligently to provide additional documentation as needed. Tracks all components on each loan package to ensure it is thorough and complete in a timely manner and in line with policies. Responsible for creating a loan file with no audit exceptions. May also assist the Housing Manager in researching and compiling key housing and program metrics for the City. Conducts periodic self-audits of the loan portfolio and works with the Loan Administrator and Financial Analyst during any federal or city audits. Identifies changes needed in the Policies and Procedures. May assist with other projects as needed and may be required to attend various internal and external meetings and outreach events. Prepares loan documents throughout the life of the loan, such as Reconveyances, Notices of Default, Loan Amendments, etc. Performs other duties as assigned. Minimum Qualifications Bachelor’s degree from an accredited college or university in Public or Business Administration, Finance, Economics, Accounting, or a related field and three (3) years’ experience in loan processing, public finance, grants, federal funds, collections, municipal funding, or another related field. Education and experience may be substituted one for the other on a year-for-year basis. Knowledge of finance and accounting principles, including lending guidelines and mortgage underwriting procedures. Ability to perform complex statistical analysis and research methods used in budgeting, forecasting, financial analysis, and financial modeling. Understanding of the rules governing real estate loans and assets. Strong human relations and communications skills; ability to obtain and clearly disseminate information to homeowners, contractors, staff, and government officials. Must be proficient in writing using proper grammar and spelling. Able to work independently and think critically when reviewing loans and working with residents. Ability to apply bookkeeping knowledge to maintain accurate and complete records. Valid state driver's license or Utah driving privilege card. Advanced knowledge of personal computer operation, including proficiency with office software applications such as MS Word, Outlook, Excel, Adobe, Adobe Sign, accounting programs, and typing. Adaptable and ability to learn new software as needed. Ability to understand and follow oral and/or written policies, procedures, and instructions. Ability to perform a wide variety of duties and responsibilities accurately and quickly under time-sensitive deadlines. Desired Qualifications Bilingual – Spanish preferred. Notary Public or the ability to obtain status if requested by division. Federal program underwriting experience. Loan Origination certification. Loan Underwriter certification. Experience in municipal accounting, auditing, and municipal laws, ordinances, policies, and regulations. Understanding of accounts receivable and accounts payable. Working Conditions Light physical effort. Handling of lightweights and pleasant working conditions with little or no exposure to hazards. May be exposed to discomforts associated with constant monitoring of computer video display screens. (Maximum lifting up to a case of paper).
