Job Description
PURPOSE AND SCOPE:
The Chief Property Officer (CPO) provides executive leadership and strategic oversight of Property Services operations and construction-related activities across all LSC locations. Reporting to the Executive Vice Chancellor, Operations (EVCO), the CPO is a key EVCO Executive Leadership Cabinet member, helping to advance the college's mission and strategic priorities. This position develops a long-term strategic vision for Property Services, aligning facilities, capital investments, maintenance, real estate portfolio, and support services with institutional priorities while ensuring responsible stewardship of assets. The CPO leads senior administrators responsible for campus operations, Project Development and Planning, Quality Assurance, and other key functions.
ESSENTIAL JOB FUNCTIONS:
- Leads Property Services Vision and Strategy: Develops strategic vision and long-term operational leadership for Property Services operations across all LSC locations. This includes but is not limited to facilities operations and maintenance (O&M), emergency preparedness, capital projects and construction, repair and replacement (R&R), renovations and modernization (R&M), space planning, asset management, and related infrastructure initiatives
- Leads Strategic Asset and Space Portfolio Management: Leads the stewardship and optimization of the system's physical environment by managing facilities, infrastructure, properties, and space resources as a cohesive investment portfolio aligned with institutional priorities. Establishes system asset and space management strategies that optimize lifecycle performance, improve utilization, increase flexibility, and ensure the institution's physical resources effectively support evolving academic, operational, and strategic needs
- Establishes Financial Strategy and Stewardship: Provides executive leadership for the development and management of the Property Services budget by establishing funding priorities, aligning financial resources with institutional goals, and ensuring responsible stewardship of operating, capital, and renewal and replacement investments. Evaluates resource needs, recommends strategic investments, and communicates budget priorities, risks, and opportunities to executive leadership
- Directs Compliance: Ensures Property Services' compliance with all applicable internal and external rules, regulations, guidelines, and contractual requirements, as well as LSC policies and procedures. This includes but is not limited to serving as subject matter expert and strategic planner during procurement processes and contract negotiation for LSC property services, ensuring all contracts and projects meet required legal and agency oversight guidelines and laws in coordination with General Counsel, and ensures project appropriate construction documents include specifications, drawings, and related construction correspondence which is then saved and organized for easy retrieval in a secure location.
- Establishes Performance Excellence : Establishes organizational expectations, strategic goals, and key performance indicators that drive accountability, collaboration, and continuous improvement. Evaluates system-wide performance, uses data-driven insights to assess effectiveness and inform strategic decisions, and ensures Property Services leaders are aligned with institutional priorities while delivering measurable value to the organization.
- Integrates Operations and Capital Planning: Ensures cohesion between ongoing campus operations and the planning, development, and execution of capital projects, renovations, modernization initiatives, and infrastructure investments. Ensures that the people who build the things and the people who make the things act as one cohesive team in a zoned, cross-functional model across the system.
- Leads Emergency Preparedness and Response: Establishes strategic preparedness priorities, ensuring continuity of facilities operations, directing recovery efforts for property-related incidents, serving as system point-person for Property Services during active emergencies, and organizing annual tabletop preparation exercises with executive leadership and external agencies to proactively protect institutional assets, maintain critical infrastructure, and support the safety and continuity of college operations.
- Serves as Executive Advisor for Property Strategy: Acts as the principal advisor to executive leadership, the Chancellor, and the Board of Trustees on matters related to facilities, capital planning, real estate portfolio development and management, maintenance, and property infrastructure, presenting recommendations that support institutional priorities, financial stewardship, and long-term asset sustainability.
- Builds Organizational Awareness and Alignment: Communicates effectively with employees, leadership, and the public through multiple channels, fostering engagement, managing expectations, and elevating awareness of the critical work performed by Property Services to support safe, functional, and modern learning and working environment.
- Performs all other duties necessary to accomplish the objectives of LSC and/or assigned by supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive knowledge of facilities systems including HVAC, electrical, plumbing, structural, and building automation.
- Knowledge of basic construction safety requirements and applicable building codes, ADA standards, EHLS operations, and relevant local, state, and federal regulations.
- Familiarity with Building Automated System (BAS), Computerized Maintenance Management Systems (CMMS), and AutoCAD preferred.
- Ability to operate within an allocated budget and manage budgets across multiple departments and project types.
- Ability and capacity to balance supporting the various needs of the individual system campuses while also being able to address the needs of the System.
- Skilled in planning, analyzing, evaluating, and executing operational needs and services.
- Ability to identify relevant data and use it appropriately in decision-making, including financial, operational, and performance metrics.
- Excellent emotional intelligence and leadership skills; ability to lead, mentor, develop, and hold accountable a diverse team of professionals.
- Ability to communicate effectively both orally and in writing at the superior, subordinate, and peer level, as well as with external organizations, contractors, and the community.
- Must have fluent PC skills with knowledge of the Microsoft Office, project management programs, and other software.
PHYSICAL ABILITIES:
The work is performed in both office and field environments. The employee will regularly conduct site visits across LSC campuses and properties, including construction sites, mechanical rooms, and outdoor areas. The work may require some walking; standing; bending; carrying of light items such as papers, books, or small parts; or driving an automobile. There may be some physical exertion, such as periods of standing, walking over rough or uneven surfaces, recurring bending, stooping, stretching, or reaching. No special physical demands beyond average agility and dexterity are required to perform the work.
WORK SCHEDULE AND CONDITIONS:
- Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
- Interface with internal and external contacts as needed to carry out the functions of the position
- May regularly travel to different LSC locations
- May be fully reassigned to other LSC locations if necessary
- Will need to work weekends and non-traditional hours in response to facilities emergencies or critical project milestones.
- This position is classified as an essential employee, which means the individual may be required to report to work during system closures or emergencies to support recovery and reopening efforts.
REQUIRED QUALIFICATIONS:
- Master's degree and at least 10 years of work experience, or an equivalent combination of education and experience
- Master's degree in Architecture, Engineering, Facilities Management, Construction Management, Business Administration, or a closely related field
- Experience must include at least 5 consecutive years in a current or most recent executive management-level position with direct oversight of facilities operations, capital projects, or property management functions
- Facility Manager or Project Management Certification
- Valid driver's license and compliance with LSC vehicle use policies
PREFERRED QUALIFICATIONS:
- Lean Six Sigma Certification
- Professional Engineer (PE) license
- Related experience in higher education
- Related experience in a publicly funded institution
Salary
Hiring salary range is $156,000 to $179,400
Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
