Join to apply for the Director of Inspectional Services role at Inside Higher Ed The Brown University Department of Public Safety (BU DPS) is a dually accredited department that ensures campus safety and security. The Director of Inspectional Services provides oversight and strategic leadership over the Inspectional Services Bureau. This role receives and responds to citizen complaints concerning police misconduct or other confidential investigations, examines personnel and case records to ensure conduct standards, conducts in-depth case analyses, and oversees recruitment and selection processes. The incumbent also represents BU DPS on university-wide Threat Assessment Teams. The position supports the BU DPS strategic plan and mission by evaluating operations, identifying resource needs, and ensuring efficient, compliant processes. The incumbent engages the campus community through coordination with units across the BU DPS Enterprise. The Director oversees internal affairs, the citizen commendation and complaint process, and all inspections within the department, including evaluation of facilities, vehicles, equipment, records, personnel, investigative procedures, crime reporting practices, training outcomes, patrol operations, and overall effectiveness. The director provides data-driven written reports and recommendations. The position reports to the Deputy Chief of Police/Executive Officer, with a dotted line to the Vice-President for Public Safety and Emergency Management. The inspectional process compares formal expectations with actual performance. The Director must work effectively with individuals and teams, focus on results while appreciating process, and use data-driven decision-making and implementation within the responsible area. This position is the primary contact and has delegated authority for all inspectional services functions for BU DPS, leading inspectional services to ensure compliance with state, federal, university, and accreditation requirements. The Director collaborates with community members and public safety partners to advance the department’s mission within the broader university context. The role requires the ability to envision and communicate strategic goals and to manage the execution of strategic initiatives. The Director will oversee a police sergeant, 1–2 non-sworn personnel, and 1–2 student employees. Major Responsibility: Manage and provide direct oversight of the Inspectional Services Bureau – 75% Oversee strategic development and operation of BU DPS Inspectional Services processes, focusing on KPI to align mission, vision, values, goals and objectives. Assist the Director of Finance and Administrative Services, Director of Advocacy, Engagement, and Communications, and Deputy Chief with personnel practices and decisions, including recruitment, evaluation, promotions, and accountability to attract and retain a diverse workforce. Manage all internal investigations within BU DPS; provide reports and analyses on investigations. Conduct investigations in coordination with other University departments on sensitive matters or campus-wide threat assessment concerns. Plan and review operational reports; evaluate department effectiveness and propose corrective actions when needed. Oversee background investigators and the background investigation process for candidates who have completed the selection process. Serve on various University committees. Major Responsibility: Strategic Planning and Operational Optimization – 25% Plan and establish goals for all inspectional services efforts within the Department of Public Safety. Support development and execution of strategic plans and surveys aligned with department priorities. Collaborate with senior leadership to manage recruitment and selection processes, ensuring outreach aligns with University values. Coordinate with Professional Accountability and Community Compliance partners to support onboarding reflecting the DPS mission, values, and expectations. Participate in local, state, and national campus safety associations. Establish metrics and provide analyses for the entire department with data-driven decision support. Conduct formal and informal audits and inspections to ensure compliance with general orders and University policies. Foster communications and cooperation with other law enforcement agencies and campus units. Work with university leadership and campus partners to promote a positive perception of campus police and a safe campus environment. Develop partnerships to sustain a campus culture committed to diversity, inclusion, and trauma-informed practice. Track Public Safety Officer hours to ensure monthly requirements are met. Advise senior leadership on performance management feedback for employees at all levels. Use performance data to guide training improvements to reduce use of force and citizen complaints. Design and manage a nationally recognized inspectional services process through writings, presentations, and board participation. Speak to large groups and facilitate training in various formats; oversee a learning management system for inspectional services training and development. Oversee audit and inspection scheduling department-wide. Required: Job Qualifications Bachelor’s degree in Criminal Justice, Police Science, Public Administration, Management, or related field. Minimum of seven (7) years of broad experience in law enforcement or a related field involving leadership, project management, and supervisory/administrative responsibilities; training and investigations experience preferred. Experience in conducting investigations and understanding of contemporary recruitment strategies. Expertise in adult learning concepts and experience in training delivery; ability to design and implement training programs with evaluation components. Ability to develop and manage budgets; experience with strategic planning. Experience supervising civilians and/or sworn personnel; strong understanding of NIMS/ICS and emergency management concepts. Excellent organizational skills with the ability to manage multiple projects and deadlines; strong collaboration with university administrators and external partners. Proficiency in computers and data management; ability to work independently and as a team member; strong written and oral communication skills. Ability to handle sensitive information with professionalism and integrity; strong multitasking capabilities. Subject to a comprehensive background investigation, including psychological and medical examination. Preferred Master’s Degree Executive leadership training (e.g., FBI National Academy) or equivalent experience Knowledge of Clery Act and Title IX Experience in university policing and public safety leadership Job Competencies Strong communication, interpersonal, and presentation skills; ability to build relationships across the university. Ability to assess training needs and implement effective training for diverse audiences. Experience managing both union and non-union staff with leadership finesse. Capability to engage with diverse stakeholders, including media and university administration. Proficiency in Adobe Acrobat and Microsoft Office; strong analytical skills with data interpretation capabilities. Project management, prioritization, and ability to work under deadlines; attention to detail. Experience with record-keeping databases and policy compliance; ability to adapt to challenging circumstances. Strong teamwork, tact, and professional conduct in diverse environments. Ability to plan, develop, and implement new administrative procedures and communicate with diverse audiences. Strong facilitation and program management capabilities; data-driven decision making. Budget And Supervisory Responsibilities Oversee a budget of approximately $50,000. Supervise a police sergeant, 1–2 non-sworn personnel, and 1–2 student employees.
