Grants Manager
NEW ORLEANS REDEVELOPMENT AUTHORITY
Job description Summary of Responsibilities:
The New Orleans Redevelopment Authority is seeking a highly skilled and experienced Grants Manager responsible for supporting project development, administration, monitoring, and reporting of grant programs funded by the New Orleans Redevelopment Authority (NORA) and New Orleans Redevelopment Unlimited (NORU). Grant Programs include federal, state, and City funds. Candidates are required to have federal grants management experience and familiarity with Uniform Guidance for Federal Awards 2 CFR 200 which provides the framework for the grant's lifecycle, performance, and audit requirements. In addition, the Grants Manager works closely with team members across all departments, external housing development partners, and vendors ensuring projects are implemented in compliance with program policies, procedures, and federal, state, and local government grant requirements.
Qualification Standards:
To perform this job successfully, incumbent must possess strong experience in grant administration, knowledge of regulatory compliance, and cross departmental coordination. The incumbent should demonstrate the ability to manage multiple priorities in a fast-paced environment while maintaining accuracy, accountability, and professionalism.
In addition to technical qualifications, the Grant Manager must demonstrate the ability to adapt to and positively contribute to the organizations culture, operational practices, communication expectations, and team-oriented environment.
The requirements listed below are representative of the knowledge, skills, and/or abilities required. Minimum Education:
Bachelor's degree in Accounting/Finance, Business/Public Administration, Management or related field preferred. Experience using Financial Management Software, Microsoft Excel, Word, PowerPoint, etc., will be an added advantage.
Experience:
The successful candidate will have demonstrated success in and/or possess the following skills:
• Minimum of 5 years of experience and demonstrated knowledge of funding guidelines for federal, state, and local grant programs.
• Demonstrated experience in grant management, regulatory compliance, and program administration involving city, state, and federally funded programs.
• Strong knowledge of labor standards compliance, including Davis-Bacon and related federal requirements, Section 3, and DBE compliance, as well as previous experience coordinating with city, state and/or federal representatives.
• Knowledge of and experience in applicable regulations and provisions of the National Environmental Policy Act (NEPA).
• Demonstrated ability to collaborate effectively with internal departments and adapt to changing organizational and operational circumstances.
• Strong communications and reporting skills.
• Ability to plan, organize, and prioritize multiple diverse activities and deadlines simultaneously.
• High standards of personal and professional integrity and trustworthiness.
• Demonstrated ability to respect and maintain confidences whether written or verbal.
• Ability to contribute to the organization's culture through professionalism, collaboration, and adaptability within a team-oriented environment.
Essential Duties and Responsibilities:
Provide support in the overall department's policies and procedures, contributing within the responsibility areas listed below: 1. Grant Administration. Serve as the primary staff resource for compliance activities related to Davis Bacon and related labor standards, Section 3 requirements, DBE compliance and environmental compliance requirements, including application provisions of the National Environmental Policy Act (NEPA). Coordinate with contractors, consultants, and internal departments regarding these compliance requirements. Perform monitoring activities and project implementation. Adapt to changing regulatory requirements and organizational priorities while maintaining accountability and effective communication. Ensure compliance with contractual grants terms and reporting requirements.
2. Project Reporting. Prepare, review, and submit required grant reports and supporting documentation in accordance with established deadlines and record retention policies. Maintain accurate project records ensuring compliance status. Coordinate with project stakeholders to collect, verify, and compile information necessary for regulatory and management reporting. Maintains a database of developers and contractors required to submit monthly and quarterly reports.
3. Compliance Review. Conduct compliance reviews and provide technical assistance to ensure grant funded projects and contractors adhere to applicable regulatory and contractual requirements. Review certified payrolls, labor compliance documentation, Section 3 reports, DBE participation documentation for completeness and accuracy. This position ensures compliance with all federal crosscutting requirements, performing data collection, monitoring, and environmental review coordination as required. Maintain compliance files and documentation required for monitoring and audits.
4. Financial Analysis. Assist with financial analysis by reviewing invoices, reimbursement request, and draw request ensuring adequate project documentation. Monitors sub-recipients' activities to ensure compliance. Coordinate with program managers and finance regarding compliance matters.
5. Contract Administration. Collaborate with NORA/NORU's Real Estate and Planning Department ensuring labor standards compliance as described in NORA's contractual agreements, policies, and procedures.
6. Grant Closeout. Completes the closeout of a grant highlighting project achievements and outcomes. Conducts research to understand the history, structure, and objectives of programs.
7. Reporting and Documentation. Ensure NORA/NORU's environmental, labor standards, and Section 3 policies, procedures, and report templates, are in compliance with Federal Program requirements and organization's policies and procedures. Identify areas for improvement and make recommendations to enhance future grant programs.
