Management Analyst

The duties, responsibilities, and requirements of the position include,

but are not limited to:

• Collect, compile, analyze, and prepare budget data - including narrative and statistical reports, cost estimates/projections/tracking cost accounting activities, variance analysis, long term goals, O&M and Capital budgets, Rates Metrics, personnel and equipment appropriations and other related budget activities for the Water System under the direction of the Water System Budget Manager.
• Perform budget research duties including researching budgetary items and cost expenditures, researching variances and performing analysis, compiling budget and cost expenditure reports for Water System jobs and projects. Assist management in preparing budget review materials and supporting the budget monitoring process.
• Attend budget-related meetings as a representative of the Water System and complete follow-up assignments and tasks.
• Provide direction, assistance and training to Water System division staff regarding budget, personnel, and administrative matters.
• Assist in the review and implementation of System-wide procedures and policies as well as improvements and/or increased efficiencies to existing processes.
• Review and approve pre/post Selection Interview packages, prepare required documents for allocating and filling positions, and assist in coordinating Water System On-Campus Interviews and other recruitment efforts.
• May serve as a Water Emergency Command Center Representative, Equal Employment Coordinator, and/or Reasonable Accommodations Coordinator.
• Perform other administrative duties and ad hoc assignments as directed by management, including but not limited to research, analysis, preparation of reports and correspondence, and interaction with personnel at various levels of management within the Water System and the Department.

Skills, Knowledge, and Abilities and other qualifications by interview or

other means, as specified:

• Knowledge of budget and cost control principles and processes.
• Knowledge of Department policies, procedures, and working rules, especially those related to the budget preparation, contract administration, and personnel administration.
• Ability to interact and work effectively and tactfully with people at all levels of the organization, other City departments, as well as external groups and organizations.
• Ability to analyze and interpret data and prepare appropriate recommendations.
• Ability to prioritize and manage multiple assignments with conflicting deadlines.
• Ability to prepare financial, statistical, and written reports.
• Ability to exercise sound judgement.
• Ability to communicate effectively and professionally, both orally and in writing.
• Ability to work with sensitive and confidential documents.
• Knowledge and proficiency in the use of Microsoft Office suite (e.g. Word, Excel, Outlook, PowerPoint, Access) as well as other Department applications including but not limited to Workday, HPBudget, RCAS and DSS.
• Must be able to work independently and as part of a team.

A valid California Class C Driver's License is required and must be

maintained during the course of employment as the position requires travel

off-site occasionally to attend meetings, trainings, or other work-related

activities including providing support during emergency response and

management.
