EXECUTIVE DIRECTOR

PURPOSE OF CLASS

At UConn Health, this executive level position is responsible for a state-operated adolescent behavioral health inpatient hospital. Incumbents in this class provide executive leadership and strategic direction for all clinical, operational, administrative, financial, regulatory, and support services while ensuring the delivery of safe, high-quality, trauma-informed behavioral healthcare for adolescents with complex behavioral health needs. Responsibilities include organizational leadership, regulatory compliance, fiscal stewardship, workforce management, quality improvement, emergency preparedness, and collaboration with governmental agencies and community partners.

SUPERVISION RECEIVED

Reports to the Chief Operating Officer of John Dempsey Hospital.

SUPERVISION EXERCISED

Directs, supervises, and evaluates executive, managerial, clinical, professional, supervisory, technical, and administrative staff.

EXAMPLES OF DUTIES

Directs the overall administration, operation, and strategic planning of a state-operated adolescent behavioral health hospital; Establishes organizational goals, policies, and operational priorities consistent with institutional and state objectives; Provides executive leadership for clinical, medical, nursing, behavioral health, educational, administrative, security, facilities, and support services; Develops and maintains a safe, trauma-informed, patient-centered environment that promotes recovery and quality care; Oversees hospital quality improvement, patient safety, risk management, infection prevention, and performance improvement initiatives; Ensures compliance with federal, state, and accreditation standards including CMS, Joint Commission, OSHA, HIPAA, licensing requirements, and applicable regulations; Directs development and administration of operating and capital budgets; monitors financial performance and resource utilization; Leads workforce planning, recruitment, succession planning, employee engagement, labor relations, and leadership development; Represents the hospital with governmental agencies, community organizations, legislators, advocacy groups, educational institutions, families, the media, and other stakeholders; Directs emergency preparedness, disaster response, business continuity, and incident command activities; Develops collaborative partnerships that improve continuity of care and successful patient transitions; Leads strategic initiatives to improve organizational effectiveness, operational performance, patient outcomes, and service delivery; Evaluates organizational performance through established quality, financial, operational, and regulatory metrics; Interprets and implements laws, regulations, policies, and procedures affecting hospital operations; Performs related duties as required.

GENERAL EXPERIENCE

A master’s degree from an accredited college or university in Healthcare Administration, Hospital Administration, Business Administration, Public Administration, Behavioral Health Administration, Nursing, Psychology, Social Work, Public Health, or a closely related field. Ten (10) years of progressively responsible professional experience in healthcare administration, behavioral health administration, hospital administration, public administration, or a closely related field.

SPECIAL EXPERIENCE

Seven (7) years of the General Experience must have been in a director level or higher administrative leadership within a hospital, behavioral health organization, healthcare organization, or similarly complex organization.

PREFERRED REQUIREMENTS

A doctoral degree in a closely related field is preferred.

WORKING CONDITIONS

Incumbents in this class may be exposed to disagreeable conditions, stress, and demands for critical or urgent actions. Work is performed primarily in a professional office environment and requires use of computer systems and standard office equipment. Work may involve periods of prolonged sitting, standing, walking, and the ability to review detailed information on computer screens. The position may require work beyond normal business hours to meet operational needs.
