Public Health Advisor

Summary

This position is located in the Bureau of Global Health Security and Diplomacy (GHSD) Office of Program Transition and Supply Chain (PTSC). GHSD leads U.S. diplomatic engagement and implements global health and global health security programs including to address HIV/AIDS malaria tuberculosis polio and emerging infectious disease threats.

Duties

• Advises Department and Embassy leadership on approaches to address international health issues related to promoting goal of an AIDS free generation and global health security.
• Collaborates with private sector engagement protocols public private partnerships (PPP) to develop and promote global health marketing strategies to support the mission of the U.S. Presidents Emergency Plan for Aids Relief (PEPFAR) program.
• Supports U.S. embassy teams worldwide to further the development of public and private partnerships for the advancement of U.S. public health programs.
• Assists PTSC in identifying and implementing strategies to diversify partnership engagement in U.S. international health assistance.
• Leads foreign assistance activities that advance GHSD’s mission.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions per 5CFR 300 Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with:

• Knowledge of organizational operational and programmatic concepts and practices applied by public private or nonprofit agencies and organizations engaged in public health or other health-related activities;
• Knowledge of the methods processes and techniques used to develop and deliver public health or health-related programs in State and local settings;
• Knowledge of a specialized public health program;
• Knowledge of and skill in the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions;
• Skill in oral and written communications gathering and conveying information making oral presentations and preparing reports correspondence and other written materials.

Examples of qualifying specialized experience include:

Public Health Advisor positions - providing advice and assistance to State and local governments and to various public nonprofit and private agencies and organizations on matters relating to the improvement of their public health activities.

Public Health Analyst positions - conducting studies and performing other analytical work related to the planning development organization administration evaluation and delivery of public health programs.

In addition qualifying specialized experience must demonstrate the following:

Experience providing technical advisement to U.S. embassy teams on matters related to the development and maintenance of public and private partnerships to support the advancement of U.S. health initiatives and foreign assistance programs to solve Human Immunodeficiency Virus (HIV) challenges.

Experience overseeing the full awards cycle of U.S. government health service delivery awards management to include designing implementation and monitoring of awards to private firms.

Experience collaboratingwith senior policymakers from partner countries on the development of policeis that promote infectious diseases best practices and ensure safe operations with these countries.

There is no substitute of education for specialized experience for the GS-14 position.
