NATURE OF WORK
Under minimal supervision performs highly responsible administrative, managerial, and supervisory responsibilities in the operations, activities, and administers all functions associated with the operation of the Juvenile Detention facility. Applies policies and procedures governing program goals and objectives. Oversees the operation of ancillary support services. Nature of Work
(Illustrative Only) Supervises and oversees the functions and staff of the Juvenile Detention Facility; evaluates effectiveness of the facility to meet the goals and objectives of the Juvenile Court Mission Statement; analyzes operations and makes recommendations to increase efficiency; determines if the facility is operating within established policies and procedures; recommends and implements approved improvement plans; provides leadership and direction in support of the operation of the facility and its services; identifies and recommends facility staffing, equipment, supplies, materials, programs and other needs; applies, coordinates and executes facilities policies and procedures; manages staff, volunteers, and others assigned to support functions and purposes of the facility; participates in and/or provides recommendations associated with all aspects of facility personnel operations; participates in selection, training, development, evaluation, counseling and disciplining of staff assigned to the facility. Provides management and supervision to staff, operation and activities as provided to Detention Facility; performs other functions as assigned; analyzes facility activities to provide relevant data; develops and presents reports outlining activities of facility; accepts, reviews and investigates complaints, grievances and concerns; recommends and implements remedies based upon findings; identifies budget needs and monitors expenditures; promotes facility and facility activities within the community; directs and supervises staff assigned and volunteers if appropriate, associated with the facility; oversees and coordinates the day-to-day operations of the HOPE Assessment Center to include triaging treatment services; enforces, oversees PREA compliance, and provides ongoing training to staff and detained juveniles in accordance to the Federal Prison Rape Elimination Act (PREA); may supervise the Dispatch department; provide radio communication to Adult Probation and Juvenile Court staff; performs related duties as required or assigned. Experience and Education
Bachelors degree in Criminal Justice, Behavioral or Social Sciences, Business or Public Administration or a closely related field Preferred; and (3) three years of progressively responsible supervisory or managerial work experience in corrections or probation/ or project operation and/or implementation, work with troubled, at risk youth or closely related duties; OR 64 hours from an accredited college or institution with an emphasis in Criminal Justice, Behavioral or Social Sciences, Business or Public Administration and 5 years of progressively responsible supervisory or managerial work experience in corrections or probation/ or project operation and/or implementation, work with troubled, at risk youth or closely related duties; OR Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
ADDITIONAL REQUIREMENTS: This classification requires the applicant to pass criminal background checks; a valid Arizona State Driver's License may be required; Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required; this classification requires the applicant to pass pre-employment testing; this classification requires the applicant to pass testing to include Polygraph, Psychological as well as urinalysis drug screening; this classification requires random drug testing.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT: Work is performed in a jail environment and detention facilities; work involves intense concentration on activities going on around one's location on a constant basis throughout the entire work shift; work occasionally involves personal danger, and potential exposure to hazardous, uncontrollable and life threatening situations; requires physical ability to subdue hostile individuals; and must be able to work in uniform during weekdays, weekends, and holidays on any assigned shift. Knowledge of applicable State of Arizona statutes, rules, administrative orders, policies and procedures, applicable Federal rules and requirements; Superior Court and Yuma County Policies and Procedures; principles and practices of public personnel administration, administration, court administration, including the basic principles of organization, management, and budget preparation; identifying and implementing operational standards; legal terminology and court processes and procedures; laws, regulations, policies and procedures governing detainees and detention facilities; processes, standards and protocols for booking and releasing detainees; behavior patterns of incarcerated persons, techniques of detainee control, and discipline protocols; curriculum development and knowledge of Evidence Based Practices; interpersonal skills that supports working with a diverse group of individuals that include judges, court staff, litigants, attorneys, detainees, their families and the general public; operation and maintenance standards for detention equipment and vehicles; local community issues and regional community resources available to juveniles; basic principles of accounting, bookkeeping, record keeping, case and records management; legal terminology and court processes and procedures; community resources and services. Skills in assigning, signing, supervising, and evaluating the work of subordinate personnel; applying juvenile correctional principles, practices, methods and techniques; analyzing difficult juvenile correctional situations, problems, and data; reacting quickly and calmly in emergency situations; establishing and maintaining cooperative working relationships with court employees, outside agencies and the public; applying principles and practices of public personnel administration, public administration, court administration, including the basic principles of organization, management, and budget preparation; communicating orally and produce written documents and reports for public dissemination; identifying and applying operational standards for the facility; organizing and coordinating the efforts of court personnel, volunteers and others to accomplish the facilities and associated program goals and objectives; operating a personal computer utilizing a variety of software applications; analyzing a variety of administrative, operational, managerial, fiscal and other issues/problems and make sound recommendations for solutions.
Ability to observe or monitor objects, data and/or behavior to determine compliance with prescribed operating or safety standards; work under pressure, handle problems and tasks that develop unexpectedly; support working relationships with a diverse group of individuals that include judges, court staff, litigants, attorneys, detainees, their families and the general public; train and evaluate the performance of assigned staff; follow written and verbal instructions including the ability to comprehend and make inferences from written material and produce written documentation with clearly organized thoughts using proper sentence construction, punctuation, and grammar; comply with Superior Court Judicial Merit Rules, Administrative Procedures and Department Regulations; follow written and oral instructions; communicate effectively both orally and in writing. The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families. Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps. Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps. Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employer contributes a total of $800.04 to employees Health Savings Account.
