Manager of Transportation Planning

General Statement of Job Under limited supervision, this position performs complex professional and administrative work for various transportation studies, and plans special projects and programs for the Planning Department. Work involves coordinating and performing transportation planning, research and analysis. Reports to Director of Planning. Essential Job Functions Maintains and implements the city’s Transportation Master Plan; analyzes developments to determine any impact to transportation system; coordinates interdepartmental review and analysis of transportation issues. Serves as a representative for the city at local and regional transportation conferences or meetings with groups such as the Hampton Roads Transportation Planning Organization (HRTPO), Hampton Roads Transit and public civic organizations; meets with developers, and planning and designing professionals. Coordinates maintenance and use of the City’s Transportation Micro Simulation Model; develops and prepares technical and staff reports for assigned planning activities and projects. Provides information to the general public; keeps abreast of current and future issues and trends; may review plans prepared by planning professionals, contractors or designing professionals, to ensure compliance with city codes, State regulations, design, and construction standards. Conducts studies and reports, and prepares recommendations on transportation issues, and presents findings to Planning Commission and City Council. Serves as a liaison for department divisions, other city departments, various committees, agencies, civic groups and organizations, and the general public. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs. Performance Indicators Knowledge of Job: Has thorough knowledge of the principles, practices and objectives of urban planning and design, including transportation planning. Has considerable knowledge of the principles and practices of state and local regulations governing city planning and transportation planning. Has detailed knowledge of the geographical layout of the city and the region. Has considerable knowledge of the environmental and socio‑economic implications of the transportation planning process. Has considerable knowledge of City Zoning and subdivision ordinances, and related land use plans and regulations. Is able to read and interpret site plans, architectural blueprints and conceptual plans. Has considerable knowledge of transportation elements, including roadways, transit, bicycle and pedestrian facilities and parking. Is able to compile and analyze technical and statistical information to prepare reports, plans, policies and ordinances. Is skilled in the use of various computer software packages including Geographical Information Systems (GIS), word processing, spreadsheet and database management programs. Is able to explain transportation planning theory, policy and practices to lay people individually or in groups. Is able to exercise considerable tact and courtesy in frequent contact with city, municipal, state and federal officials, and the general public. Is able to establish and maintain effective working relationships as necessitated by work assignments. Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate corrective action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts with all city departments and divisions, co‑workers and the general public. Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under “Essential Job Functions.” Dependability: Assumes responsibility for doing assigned work and meeting deadlines. Completes assigned work on or before deadlines in accordance with city administrative policies, standards and prescribed procedures. Accepts accountability for meeting assigned responsibilities in the technical, human and conceptual areas. Attendance: Attends work regularly and adheres to city policies and procedures regarding absences and tardiness. Provides adequate notice to higher management with respect to vacation time and time‑off requests. Initiative and Enthusiasm: Maintains an enthusiastic, self‑reliant and self‑starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction. Judgment: Exercises analytical judgment in areas of responsibility. Identifies problems or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to problems or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice and researches problems, situations and alternatives before exercising judgment. Cooperation: Accepts supervisory instruction and direction and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences are justified, i.e., poor communications, variance with city policy or procedures, etc. Offers suggestions and recommendations to encourage and improve cooperation between all staff persons and departments within the city. Relationships with Others: Shares knowledge with supervisors and staff for mutual and city benefit. Contributes to maintaining high morale among all city employees. Develops and maintains cooperative and courteous relationships with department employees, staffers and managers in other departments, representatives from organizations, and the public to maintain good will toward the city and project a good city image. Tactfully and effectively handles requests, suggestions and complaints from other departments and persons to maintain good will within the city. Interacts effectively with fellow employees, supervisors, professionals and the general public. Coordination of Work: Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time‑management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Attends meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings, deadlines and events. Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace. Education & Experience Requires a Bachelor’s degree in Planning, or a related field and 3‑5 years of progressively responsible experience in transportation planning at the local or regional government level; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. A Master’s degree in Planning or a related field preferred. Special Requirements An acceptable general background check to include a local and state criminal history check. A valid driver’s license with an acceptable driving record. Minimum Qualifications or Standards Required to Perform Essential Job Functions Physical Requirements: Must be physically able to use varied office equipment, machinery and tools including computers, engineering tools, calculators, etc. Requires the ability to exert up to 10 pounds of force occasionally, and/or negligible amount of force constantly to move objects. Physical demand requirements are those for Sedentary Work. Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments and directions to co‑workers or assistants, as well as receiving information and assignments from supervisor. Require ability and skill at public speaking. Language Ability: Requires the ability to read program and equipment manuals, policy manuals; prepare technical reports and presentations; read and interpret surveys and site plans; and to assist with the preparation of the budget and other RFP’s and billing invoices using prescribed formats and conforming to all rules of punctuation, grammar, diction and style. Requires the ability to speak to people with poise, voice control and confidence. Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and deal with several abstract and concrete variables. Verbal Aptitude: Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including planning and engineering terminology. Numerical Aptitude : Requires the ability to utilize mathematical formulas, to add and subtract, multiply and divide, utilize decimals and percentages, and understand and apply the theories of statistical inference and descriptive statistics. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment. Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination. Physical Communication: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear.)
