Job Description:
We are seeking an experienced Program Manager I Substance Use Disorder (SUD) to provide leadership, vision, and direction for a comprehensive SUD program serving adults and youth impacted by substance use.
The Program Manager will assist with the development and implementation of mental health, substance use disorder, and supportive services while ensuring compliance with applicable County, State, and Federal requirements, contracts, policies, and procedures.
This position provides supervision and oversight to program staff and supports program growth, quality, compliance, and sustainability. The ideal candidate is an energetic self-starter who can work effectively both independently and as part of a team, manage multiple priorities, and perform well in a fast-paced environment.
Essential Responsibilities:
- Provide supervision, oversight, and support to SUD program staff.
- Provide guidance regarding clinical formulations, crisis assessments, ASAM assessments, ethical and legal issues, referrals, psychiatric consultations, and records requests.
- Assist with the coordination, implementation, and oversight of program services to ensure compliance with applicable contractual, legal, ethical, and regulatory requirements.
- Ensure staff meet established service expectations, documentation standards, policies, procedures, and contractual requirements.
- Provide coaching, feedback, and corrective action to staff when necessary.
- Provide on-site clinical and administrative coverage at least one evening per week.
- Communicate promptly with leadership regarding risk, safety concerns, suicidal ideation, self-harm, relapse, overdose, and other significant clinical matters.
- Develop and implement value-based care initiatives, capacity-building strategies, and performance metrics.
- Support program growth by increasing outreach, reducing barriers to care, and expanding the population served.
- Ensure medication-assisted treatment (MAT) education and/or medication support services are available to clients.
- Create and maintain tracking systems to monitor compliance, goals, measurements, and program data.
- Utilize reports and data to support informed decision-making.
- Demonstrate initiative and sound judgment in meeting quality and contractual program requirements.
- Provide crisis response services by phone and/or in person as needed.
- Independently respond to and de-escalate emergency crisis situations and provide appropriate follow-up and staff debriefing.
- Attend program meetings, off-site meetings, and community events as required.
- Conduct regular staff meetings and provide ongoing performance feedback.
- Support outreach activities, including presentations, resource events, and community engagement.
- Promote appropriate professional boundaries and ensure services are delivered using a trauma-informed approach.
- Ensure staff receive appropriate Trauma-Informed Care training and ongoing support.
- Maintain a strength-based, flexible, individualized, and client-centered approach.
- Assist with client chart reviews to ensure completeness and compliance with applicable standards.
- Complete administrative responsibilities, including performance reviews, timecards, training coordination, and documentation review.
- Facilitate staff training to ensure compliance with policies and procedures.
- Provide field-based services as needed.
- Attend required training, agency meetings, and staff meetings.
- Provide program coverage and support to other departments as assigned.
- Perform other relevant duties as assigned.
Schedule:
- Monday through Friday
- Full-time position
- Actual schedule may vary based on program and business needs.
- Must work onsite at least two days per week.
- Flexible scheduling may be required based on program needs.
Supervisory Responsibilities:
- Directly supervise SUD program staff.
- Provide ongoing guidance, coaching, feedback, and performance support.
- Support staff development and ensure adherence to clinical and administrative standards.
Minimum Qualifications:
- Master's degree (MA/MS) in Psychology, Social Work, or a related field.
- Completion of a required 15-hour supervision course.
- Current and active California professional license in good standing.
- Minimum of two years of licensure experience within the last five years, as applicable to supervision requirements.
- Minimum of two years of relevant psychotherapy or qualifying clinical supervision experience, as applicable.
- Experience in community mental health and/or substance use disorder treatment and prevention services.
- Experience in clinical program administration and clinical treatment services.
- Minimum of 2 3 years of direct behavioral health service experience.
- Clinical supervisory or management experience preferred.
- Bilingual Spanish skills highly preferred.
- Experience working with applicable behavioral health and substance use disorder documentation and regulatory requirements preferred.
- Strong diagnostic, organizational, documentation, and communication skills.
- Knowledge of family systems therapy and goal-oriented treatment preferred.
- Proficiency with Microsoft Office and the ability to learn and utilize relevant computer systems.
- Valid California driver's license, appropriate insurance, and driving record that meets applicable requirements.
- Must successfully complete required health, fingerprint/Live Scan, and DMV clearances.
