The Human Services Program Consultant works as part of a team in the food programs section of the Office of Family Assistance. The position supports the Ohio Department of Job and Family Services as the designated State Distributing Agency (SDA) for TEFAP and CSFP food programs and works to ensure federal regulations and requirements are being met and followed by evaluating and monitoring program policies and operations and addressing issues of non-compliance. This position also allocates USDA food and dollars based on federal awards provided by USDA Food and Nutrition Service (FNS), and provides guidance, training, and technical assistance to personnel of the 13 contracted Ohio Food Banks.

Job duties include monitoring TEFAP food levels within the state; reviewing and approving monthly inventory reports from food banks; maintaining monthly statistical data/spreadsheet; allocating TEFAP bonus foods; reviewing and approving food bank orders in Web-Based Supply Chain Management (WBSCM); maintaining a detailed spreadsheet of USDA food loss; creating and developing forms and reports as needed; creating and developing training materials; resolving outstanding WBSCM receipts; scheduling and performing Management Evaluations (ME) of food banks and partner agencies (travel required); communicating any regulation and policy changes to food banks in a timely manner; answering and addressing program/policy questions from federal, state, and local agencies; attending and participating in various meetings; and completing and submitting yearly FNS-191 (racial and ethnicity data) report via Food Program Reporting System (FPRS).

The ideal candidate must have experience operating personal computers and applicable software, knowledge of USDA food programs; CSFP and TEFAP, familiarity with WBSCM, ability to deal with many variables, changing priorities, and ability to clearly and effectively communicate.

This position is in the State of Ohio's SEIU/1199 Pay Schedule, Pay Range 12. The starting salary will be the minimum salary of that pay range (step 1, currently $31.74 per hour). With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year.
