Pacific Recycling, Inc. is seeking an experienced, hands-on Human Resources Manager to independently lead and manage all human resources and payroll functions for our organization.
As a department of one, the Human Resources Manager serves as the primary HR resource for employees, supervisors, and leadership across multiple locations. This position is responsible for the full employee lifecycle, including recruiting, onboarding, employee relations, performance management, investigations, benefits, leave administration, compliance, policy development, and offboarding.
The Human Resources Manager is also responsible for processing accurate and timely weekly payroll and maintaining payroll, timekeeping, and employee information through the company’s HRIS.
Essential Duties and ResponsibilitiesHuman Resources Management
• Serve as the primary HR contact and resource for employees, supervisors, managers, and company leadership.
• Develop, maintain, interpret, and administer company policies, procedures, and the employee handbook.
• Coordinate employee performance reviews and related processes.
• Support leadership with workforce planning, employee retention, compensation reviews, and organizational needs.
• Track and analyze turnover, attendance, staffing, compensation, and other HR metrics.
Payroll and Timekeeping• Process accurate and timely weekly payroll for company employees using Paylocity.
• Maintain employee payroll information, including wage changes, deductions, garnishments, taxes, reimbursements, benefits deductions, bonuses, PTO, and other earnings.
• Process payroll changes related to new hires, terminations, promotions, transfers, and compensation adjustments.
• Review and reconcile payroll reports prior to submission.
• Coordinate year-end payroll activities, including W-2 processing and employee communications.
Recruiting and Onboarding• Manage full-cycle recruitment.
• Create and maintain job descriptions and job postings.
• Screen candidates, coordinate interviews, conduct interviews as appropriate, and support hiring managers throughout the selection process.
• Prepare employment offers and coordinate pre-employment requirements.
• Coordinate background checks, drug testing, and other pre-employment screening as required.
• Manage new-hire onboarding and orientation.
• Ensure timely and accurate completion of Form I-9, tax forms, benefit enrollment, payroll information, policies, and other required employment documentation.
Employee Relations and Performance Management• Coach and advise supervisors and managers on employee relations, performance management, attendance, corrective action, workplace concerns, and policy interpretation.
• Conduct and document employee investigations involving workplace complaints, policy violations, harassment, attendance, and other employee relations matters; recommend appropriate action when necessary.
• Support managers with performance improvement plans, corrective action, terminations, and separation decisions; prepare related documentation and employment correspondence.
• Conduct or coordinate exit interviews as appropriate.
• Identify employee relations trends and recommend proactive solutions.
Benefits and Leave Administration• Administer employee benefit programs, including medical, dental, vision, life insurance, retirement plans, and other company-sponsored benefits.
• Coordinate annual open enrollment.
• Serve as the primary contact between employees, insurance carriers, brokers, and benefit administrators.
• Administer applicable federal and state protected leave programs and company leave policies.
• Coordinate reasonable accommodation and interactive process matters as appropriate.
• Maintain required documentation related to employee leave and accommodations.
DOT, CDL, and Driver Compliance• Coordinate pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up drug and alcohol testing as applicable.
• Maintain required driver qualification, drug and alcohol testing, and related employment records in coordination with operations.
Employment Law and Compliance• Monitor and maintain compliance with applicable federal, state, and local employment laws, including Oregon-specific requirements.
• Ensure compliance with wage and hour laws, meal and rest period requirements, leave laws, final pay requirements, employee recordkeeping requirements, and required workplace postings.
Required Qualifications• Minimum of 5 years of progressive Human Resources experience with broad generalist responsibilities.
• Hands-on payroll processing experience, including timekeeping and payroll reconciliation.
• Experience managing employee relations, investigations, recruiting, benefits, leave administration, and performance management.
• Strong working knowledge of federal and state employment laws and HR compliance requirements.
Preferred Qualifications• Previous experience functioning as an HR department of one.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
• Experience with Paylocity.
