GOVERNMENT INFORMATION SPECIALIST

Summary You will serve as a GOVERNMENT INFORMATION SPECIALIST in the COMAND OPERATIONS DEPARTMENT of FLTREADCEN SOUTHEAST. Responsibilities You will review, analyze, coordinate, and processes complex FOIA requests involving multiple offices, sensitive records, privileged information, or high-visibility issues. You will research, analyze, and evaluate records, policies, case law, regulatory guidance, and precedent decisions to support responses to FOIA requests, appeals, complaints, congressional inquiries, and litigation support actions. You will serve as the principal advisor to leadership, managers, supervisors, attorneys, and subject matter experts on FOIA requirements, disclosure determinations, records management implications, privacy considerations, and release authorities. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing standard FOIA/Privacy Act requests for completeness, applying basic statutory exemptions, and assisting with agency privacy or information compliance procedures. Working knowledge of the Freedom of Information Act, Privacy Act, and standard agency disclosure guidelines. Understanding of how to search electronic and physical record systems. Skill in applying routine legal and regulatory criteria to redact documents, communicating effectively with internal staff and external requestors and organizing case files and tracking workflows using specialized information management software. GS-12: Specialized experience demonstrates at least one year of experience at or equivalent to the GS-11 grade level in: Independently analyzing complex, voluminous, or sensitive records, handling appeals or litigated cases and advising program personnel on disclosure policies. Comprehensive, in-depth knowledge of information disclosure statutes, case law, exemptions, and records management policies. Detailed understanding of the agency's internal programs to evaluate broader public release impacts. Skill in advanced problem solving, independent decision-making and advisory competence. Education Education Substitution for Experience at the GS-11 Level: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to such a degree; OR Possession of an LL.M. that is related to this position being filled.
