Requirements & Education Education Substitution for Experience at the GS-11 Level: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of three full years of progressively higher level graduate education leading to such a degree; OR Possession of an LL.M. that is related to this position being filled.
