We are seeking an experienced Senior Contract Specialist / Administrator III to support the Federal Transit Administration’s Office of Acquisition Management.

This is a senior-level federal acquisition role for an experienced contracting professional who can independently support complex procurement actions, advise Government stakeholders, and provide hands-on assistance throughout the full acquisition lifecycle.

What You Will Do

As a Senior Contract Specialist / Administrator III, you will provide subject matter expertise supporting a wide range of federal service and commercial acquisitions from initial acquisition planning through solicitation, evaluation, award, contract administration, modification, and closeout.

You will work directly with Contracting Officers, Contracting Officer’s Representatives, program officials, and other stakeholders to develop acquisition strategies, process contractual actions, analyze procurement information, and ensure acquisition documentation is complete, accurate, and compliant.

Key Responsibilities

• Provide senior-level cradle-to-grave federal acquisition support, including acquisition planning, solicitation development, evaluation, award, post-award administration, and contract closeout.
• Collaborate with Contracting Officers, Contracting Officer’s Representatives, and program officials to plan and execute procurement actions and resolve complex acquisition issues.
• Provide senior-level acquisition expertise and recommend appropriate procurement strategies, acquisition methods, and contract approaches based on Government requirements.
• Process and support a broad range of acquisitions, including simplified acquisitions and complex small- and large-dollar procurements.
• Support multiple contract types, including Firm-Fixed Price, Fixed Price with Economic Price Adjustment, Labor Hour, Time and Materials, and cost-type contracts.
• Support acquisition vehicles and ordering mechanisms including IDIQ contracts, Blanket Purchase Agreements, task orders, delivery orders, call orders, purchase orders, and Inter/Intra-Agency Agreements.
• Apply federal acquisition regulations and procedures associated with commercial and service acquisitions, competition, negotiated procurements, modifications, and contract administration.
• Prepare, review, proofread, and edit acquisition and contractual documentation to ensure work products are clear, concise, accurate, complete, and contractually sound.
• Analyze acquisition data associated with pre-award and post-award actions, identify missing or incomplete information, coordinate with appropriate stakeholders to obtain required documentation, and communicate findings to Government personnel.
• Prepare and enter contractual actions into the agency's contract writing system, currently Enterprise Service Center PRISM, or successor systems.
• Perform data validation, quality assurance, and verification activities supporting federal acquisition reporting requirements.
• Support contract, task order, and call order administration, including performance tracking, invoice tracking as applicable, funding-related actions, and preparation of contract modifications.
• Maintain accurate and current acquisition workload and status information using Government-accessible tracking tools and spreadsheets.
• Independently assess contractual requirements and provide meaningful recommendations to Government stakeholders, including recommendations that identify risks, efficiencies, or alternative acquisition approaches.
• Deliver high-quality work products while managing multiple procurement actions, priorities, and deadlines in a fast-paced federal acquisition environment stakeholders.

What Success Looks Like

• Successful candidates will bring extensive federal acquisition experience, sound contracting judgment, strong attention to detail, and the ability to independently manage complex procurement assignments. You will be expected to produce accurate, complete, timely, and professionally written acquisition products while serving as a trusted senior acquisition resource to Government stakeholders.

Required Qualifications

• Bachelor's degree in a relevant field, or higher degree, and/or a minimum of 8 years of relevant federal contracting experience.
• Senior-level federal acquisition knowledge and hands-on experience comparable to FAC-C Level III and/or FAC-C Professional competencies.
• Extensive knowledge of the federal acquisition lifecycle and applicable acquisition laws, regulations, policies, and procedures.
• Demonstrated experience supporting federal acquisitions from acquisition planning through contract closeout.
• Strong working knowledge of federal service and commercial acquisitions.
• Demonstrated experience with multiple contract types, including Firm-Fixed Price, Fixed Price with Economic Price Adjustment, Labor Hour, and Time and Materials contracts.
• Experience supporting acquisition vehicles such as IDIQs, BPAs, task orders, delivery orders, call orders, and purchase orders.
• Experience applying relevant areas of the Federal Acquisition Regulation, including acquisition methods associated with FAR Parts 5, 12, 13, 14, 15, 16, 37, and 43, as applicable.
• Excellent written and verbal communication skills with the ability to effectively interact with Contracting Officers, CORs, program officials, and other stakeholders.
• Strong analytical skills with the ability to independently evaluate acquisition requirements, identify issues, and recommend practical solutions.
• Excellent proofreading, editing, documentation, and quality-control skills.
• Strong proficiency with Microsoft Word and Excel.
• Experience using collaboration and productivity applications such as Google Calendar, Sheets, Gmail, Docs, Slides, Drive, Meet, or comparable platforms.
• Strong internet and market research capabilities.

Preferred Qualifications

• Experience using PRISM or another federal contract writing system.
• Experience supporting acquisitions under the Federal Supply Schedule / Multiple Award Schedule environment.
• Experience with cost-reimbursement or other cost-type contracts.
• Prior acquisition experience supporting the Department of Transportation, Federal Transit Administration, or another federal civilian agency.
• Current or previous FAC-C Professional, FAC-C Level III, DAWIA Contracting, or equivalent federal acquisition training or certification.
