Sr. Contract Specialist

TSS is looking for a Senior Contract Specialist to provide acquisition support for a wide range of service and commercial item procurements. Support includes processing simplified acquisitions, small-to large-dollar contracts, and multiple contract types including Labor-Hour, Firm-Fixed-Price (FFP), Fixed-Price with Economic Price Adjustment, cost-type contracts, purchase orders, IAAs, IDIQs, BPAs, task orders, delivery orders, and call orders.

The contractor will support acquisition actions in accordance with applicable FAR Parts 5, 12–15, 37, 43, and GSAR Subpart 538.71 regarding Federal Supply Schedules, as well as pricing principles outlined in FAR Part 16 (Types of Contracts).

Key Responsibilities

The contractor shall perform senior-level acquisition support throughout the full procurement lifecycle (“cradle to grave”), including but not limited to:

Acquisition Planning and Coordination

• Meet with program officials including the Contracting Officer’s Representative (COR) and Contracting Officer (CO) to support development, planning, and execution of procurement actions.
• Provide senior-level subject matter expertise derived from hands‑on federal acquisition experience to guide staff through acquisition planning, solicitation development, evaluation, award, administration, and close‑out.

Technical Acquisition Support

• Apply expert knowledge of federal acquisition processes, laws, regulations, and policies.
• Perform analysis of pre-award and post-award data; identify missing information; coordinate with appropriate personnel to obtain required data; and notify the Government of discrepancies in a timely manner.
• Assist in preparing and entering contractual actions into FTA’s contract writing system (currently ESC PRISM or successor system).
• Conduct data verification, quality assurance, and contribute to Federal reporting requirements.
• Support administration of contracts, task orders, and call orders (including performance monitoring and invoice tracking).
• Prepare contract modifications related to changes in requirements, funding, or performance.

Documentation & Quality Control

• Proofread and edit acquisition documents daily, ensuring work products are contractually accurate, clear, and concise.
• Maintain written tracking of all work assignments in an online spreadsheet or other mechanism provided by procurement staff.

Required Skills and Qualifications

• Senior-level expertise in federal acquisition operations, equivalent to Federal Acquisition Certification (FAC) Level III or FAC-Professional.
• Demonstrated hands‑on experience supporting complex federal procurement actions.
• Comprehensive knowledge of the FAR, GSAR, and federal contracting principles.
• Strong analytical, communication, and documentation skills.
• Ability to manage multiple concurrent actions and meet deadlines in a fast‑paced acquisition environment.

Required Education

• Bachelors’ degree
• Minimum of 8 years’ experience in contracting
