The Santa Ana Water Board’s Groundwater Protection Branch has an opening for a Senior Water Resource Control Engineer (Supervisory) who will serve as the Site Cleanup Program Section Supervisor. This position is located at 3737 Main Street, Suite 500, Riverside, CA in the heart of downtown next to light rail stations and other public transportation.
Duties: This is a supervisor position. Under the direction of a Supervising Engineering Geologist, the incumbent will supervise, and lead section staff who manage cases and projects in the Site Cleanup Program related to investigation and cleanup of contaminants in the environment, and support management of the program. Specific duties include assigning, monitoring, and reviewing staff’s work to ensure consistency with Water Board policies and practices. Using engineering judgement to review, direct, and guide staff’s work; communicate feedback and manage program performance to restore and protect water quality, beneficial uses, and human health consistent with branch and program priorities. Ensure that staff manage investigation and cleanup projects by scoping, planning, tracking, and communicating with external stakeholders. Establish and track section goals, review staff workplans and development plans, and manage staff performance. Communicate orally and in writing. Worki collaboratively in groups internally and with external stakeholders to develop technical, regulatory, and procedural recommendations for projects and issues.
This position requires independent travel from office to rural/urban/remote locations in Riverside, San Bernardino, and Orange counties. Overnight stays may also be required. Please refer to the attached Duty Statement for detailed description of roles and responsibilities.

Working Conditions
Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.
In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.
Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. - Knowledge of the California Water Code and the Federal Clean Water Act.
- Knowledge of Statewide and Regional Policies, Plans, and adopted Orders related to the protection of groundwater resources .
- Knowledge and experience in site characterization, hydrogeology, fate and transport of various chemicals including emerging chemicals of concern (i.e., per- and polyfluoroalkyl substances [PFAS]), mitigation, and remediation.
- Knowledge and experience with risk assessment and management principles.
- Experience with administrative civil enforcement actions and/or regulatory compliance experience.
- Excellent written and verbal communication skills.
- Knowledge of general water quality monitoring protocols including design, quality assurance, data analysis, compliance monitoring and reporting, and data needs for effective water quality management and decision making.
- Collaboration knowledge and experience working in teams; leading and supervising multi-disciplinary teams; managing group discussions; and integrating multiple different ideas and views to make a recommendation or to facilitate a decision.
- Management and leadership experience.
- Ability to organize and set priorities on assignments and meet deadlines.
- Ability to work for or with a Governing Board, actively participate in public meetings and offer testimony at public hearings.
- Ability to work cooperatively and promote partnerships with internal/external customers, including federal, state, and local agencies, as well as members of the public.
- The ability to maintain composure in adversarial situations.
- Willingness and ability to independently travel within California on a regular basis.

- Describe your experience supervising, planning, and directing the work of multi-disciplinary teams to meet performance objectives.
- Describe your experience with regulatory enforcement, compliance, and environmental justice issues.
- Describe your experience in presenting complex information to a management team and/or a Governing Board.
