The NYC Department of Design and Construction, Division of Infrastructure, is seeking a Deputy Director to oversee the Program Management Unit’s Engineering Support Services team. Reporting to the Director of Front-End Planning and Engineering Support Services, the selected candidate will manage a technical support unit that provides critical engineering, mapping, data, and infrastructure records support for capital projects during scope development, Front-End Planning, design, and construction. The unit supports early project assessment, existing conditions review, infrastructure research, sewer condition evaluation, mapping, and data management to help identify project risks, inform scope development, and support more coordinated project delivery. The Deputy Director will be responsible for managing staff, tracking assignments and deliverables, maintaining service request workflows, and strengthening the unit’s role as a centralized technical resource for infrastructure project information. The selected candidate will oversee work across the following major areas: GIS Mapping, Data Integration, and Planning Support The Deputy Director will oversee the GIS Mapping team, which prepares custom maps and planning-level analyses for Infrastructure, Green Infrastructure, Pedestrian Ramp Program, Southeast Queens Program, Public Buildings, and other agency initiatives. The team uses Environmental Systems Research Institute (ESRI) software and other available mapping tools to support project scoping, interference review, portfolio tracking, and coordination with internal and external stakeholders. The candidate will also help guide the expansion of Geographic Information System Mapping (GIS) and data integration capabilities by building upon the agency’s existing infrastructure database library, DDC’s as-built records, historical project information, DEP records, utility information, and other available City or external agency datasets. This effort is intended to strengthen the team’s ability to provide a centralized database for project information resources that can quickly generate a snapshot of relevant infrastructure conditions, project history, utility constraints, planned and completed work, and other key considerations needed at various stages of project planning, design, and construction. CCTV Sewer Inspection Review and Sewer Asset Assessment The Deputy Director will conduct and oversee staff responsible for reviewing CCTV sewer inspections in support of DDC’s ongoing coordination with NYCDEP. This includes confirming that sewer TV inspections are completed in accordance with project requests, coordinating with Construction Management staff to resolve inspection issues, reviewing inspection DVDs and contractor reports, and preparing TV Evaluation Reports with recommendations for sewer repair, rehabilitation, or reconstruction based on NASSCO standards. The candidate will also be responsible for tracking active and completed sewer inspection reviews, DEP emergency repair projects, sewer breaks, and related sewer asset information to support project planning, coordination, and decision‑making. Infrastructure Records, Existing Conditions Research, and Database Management The Deputy Director will oversee the management and maintenance of infrastructure records and databases used to support Front-End Planning (FEP), Design, Construction, Survey, and Public Buildings requests. These records include, but are not limited to, sewer maps, water maps, shutdown maps, tap cards, field cards, sewer as-builts, water field cards, trolley track records, utility records, structural drawings, and DDC’s as-built information. The candidate will manage staff responsible for researching existing infrastructure conditions, compiling relevant background information, coordinating with City agencies and public utilities, and providing data to support survey requests, project scoping, design development, construction coordination, and risk identification. The Deputy Director will supervise, mentor, and train technical staff performing GIS mapping, sewer inspection review, infrastructure records research, data collection, and database maintenance. Responsibilities will include assigning work, monitoring progress, reviewing staff deliverables, establishing standard procedures, identifying training needs, and ensuring timely and accurate responses to requests from FEP, Design, Construction, Public Buildings, sponsoring agencies, and other stakeholders. They will also be expected to develop tracking tools and reporting methods to monitor active requests, completed assignments, recurring data needs, sewer inspection reviews, emergency repair tracking, mapping requests, and other portfolio‑level support functions. The candidate will be required to coordinate with internal divisions, sponsoring agencies, NYCDEP, NYCDOT, public utilities, consultants, contractors, and other stakeholders to obtain the most complete and accurate background information available for capital project planning and delivery. In addition, the selected candidate may represent the Assistant Commissioner of Engineering and Support Services and the Director at meetings with City agencies, State agencies, stakeholders, community boards, and internal DDC leadership, as needed. Additionally, educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service. A list of providers (fees apply) is available at: ADMINISTRATIVE PROJECT MANAGER - 8300B Minimum Qualifications A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above. Preferred Skills Must have strong supervisory experience. Excellent verbal and written communication skills in English. Must be NASSCO certified in Pipeline, Lateral, and Manhole Assessments or show proof that candidate is in the process of obtaining certification. Experience with GIS mapping, ESRI software, data management, and/or infrastructure database systems. Knowledge of the operations, design, and construction of the City's infrastructure system. Knowledge of current and up-to-date engineering methods and standards. (Preferred) Proficiency in Microsoft Office and Adobe Acrobat.
