The Information Technology Bureau. Fiscal Affairs Division, administers and manages the $250M Expense, $400M Capital, and Grant budget portfolio to fund day-to-day operations and key strategic technology investments at the NYPD.

The division is seeking is seeking a dynamic, experienced and detail-oriented Deputy Director of Financial Operations for an exciting opportunity in our information technology space supporting critical public safety functions. The selected candidate must also be an advocate for process improvement, transparency, teamwork, and maintaining high-quality work product within the unit. The selected candidate will be self-motivated, understand budgets, accounting, contracts, and will be instrumental in the growth of the department. This position will interact with various levels of management, must deliver exceptional customer service and build successful relationships interacting cross-functionally, managing projects, and other duties as assigned. The Fiscal Affairs Division (FAD) is seeking a detail-oriented, highly organized, and analytical College Aide to support the IT Fiscal Affairs team. In this role, you will assist with operational financial workflows, including procurement and contract vault tracking, point-of-contract tracker centralization, invoice intake and monitoring, and document compilation. Through maintaining clean datasets and financial spreadsheets, you will gain direct, practical experience across the complete financial workflow, from initial IT fiscal requests, budget and funding authorization, and procurement and contract actions, to invoicing and final payment reconciliation.

The duties of the role include, but are not limited to:
- Oversee end-to-end accounts payable operations, ensuring the timely and accurate processing of all contract payments in accordance with Comptroller directives, contract terms, and City policies. Ensure adherence to prompt payment requirements, minimizing interest liabilities and promoting fiscal responsibility.
- Manage a team of staff members, providing strategic direction, mentorship, and ongoing training to enhance team capabilities and performance.
- Drive process improvement initiatives, including the continued transition of all payments into the City’s PASSPort system, streamlining workflows, and ensuring compliance and reporting accuracy.
- Conduct monthly and year-end accounting closings and provide expert oversight of reconciliation, audit processes, and accruals.
- Leverage data and analytics tools to monitor performance, identify operational bottlenecks, and report on key performance indicators to foster informed decision-making and continuous process optimization.
- Serve as a key liaison with vendors, agency stakeholders, and senior leadership, ensuring issues are resolved with a high standard of customer service.
- Ensure alignment with the Bureau's budget forecast and available funding;
- Understanding budgeting, review spending requests, reconcile encumbrances and forecasts, and request budget modifications to ensure alignment with available funding;
- Prepare detailed reports and update tracking documents and assist with presentations to leadership on IT project finances;
- Assist lead development of Standard Operating Procedures for processes within the division;
- Assist with improvements in financial analysis and reporting including development of financial dashboards for management and leadership

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

4. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
