The position is a 12 month/40 hours per week role with salary placement on Range 28 of the SEIU Salary Schedule. Initial salary placement for new employees is customarily at step 1 ($29.40 per hour) of this salary range.
This recruitment is open to the public. An eligibility list will be established to fill vacancies for full time, part time, evening, summer, and substitute positions throughout the duration of the eligibility list. Eligibility lists typically last for one year. Vacant positions are filled from the top three ranks. Pursuant to PC Rule 6.2.10, the eligibility list established for this recruitment may be used for another related classification at the same or lower salary.
Essential Duties
The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification.
- Plans, organizes, and assists in a variety of personnel functions including job analysis, classification and compensation studies, recruitment, and employee development and training.
- Communicates and responds to questions from administrators, employees, Human Resources staff and the public regarding classifications, selection, recruitments and other Personnel Commission matters with discretion and confidentiality.
- Provides primary support to the Personnel Commission in the preparation and distribution of the Personnel Commission agendas, minutes and related matters.
- Plans, coordinates, and conducts the employee recognition programs.
- Assists in the scheduling, conducting, and coordinating of training presentations, new hire orientations and other Personnel Commission activities.
- Plans, organizes and assists in the employment process for classified employees in compliance with Merit System rules.
- Composes and prepares drafts of recruitment materials, and advertises and posts ads in various recruitment sources.
- Coordinates examination logistics by securing necessary facilities, scheduling candidates, arranging rater panels, and copying and collating examination materials.
- Responds to protests by examinees or refers to appropriate personnel.
- Notifies applicants of status and results during recruitment processes.
- Prepares and composes a variety of correspondence and reports.
- Establishes, audits and maintains a variety of personnel files, databases, and records related to recruitment, selection, classification, training and other Personnel Commission related matters, according to established procedures, policies, rules and regulations.
- Generates and compiles statistical results and drafts reports and recommendations.
- Gathers, interprets, and provides information to employees, job applicants, school districts, outside agencies and the public regarding Education Code, Personnel Commission Rules, regulations, policies, and employment opportunities.
- Operates an applicant management system and other computer systems to query, input, obtain data and produce reports.
- Scores exams and processes applicant statistical data to generate a variety of reports including lists of candidate scores, item analysis, and compiling employment eligibility lists.
- Ensures accuracy in hiring candidates from eligibility lists.
- Assists in administrating job analysis questionnaires and other methodology used to conduct job analysis, salary surveys and classification studies.
- Gathers and compiles data relative to salaries, classification, job analysis and related human resource issues.
Other related duties may include supervising or assigning duties to the Personnel Commission staff as needed, performing research projects of limited scope as assigned, driving a vehicle to various sites to conduct work as needed, assisting in the development and construction of test materials as assigned, and performing other related duties as directed.
Minimum Qualifications
Education: Graduation from high school or evidence of equivalent educational proficiency. Experience: Three years of clerical experience. Personnel-related experience is desirable. Special: Possession of a valid California Class C Driver license. Evidence of adequate insurance for a motor vehicle, which meets or exceeds the California legal liability insurance requirement and continue to maintain insurability. For those positions which require driving District vehicles, incumbents must be able to be insured, and continue to be insured, by the District's liability insurance carrier.
Ideal Candidates Will Have
Knowledge of relevant provisions of the California Education Code, Personnel Commission rules and regulations, collective bargaining agreements, and Board of Education policies and procedures applicable to classified personnel. Basic principles, techniques and processes of classification, recruitment, selection and testing. Microsoft Word, Excel, Outlook, and Internet browsers. Computerized applicant management systems and programs related to recruitment, employment selection, and classification. Record-keeping techniques, input, and data retrieval procedure for databases, computerized document and manual filing systems. Basic statistical concepts. Basic research methods, including the collection and organization of pertinent data and information. Correct English usage, grammar, spelling, punctuation and vocabulary. Basic principles of supervision and work direction. Modern office practices, procedures and equipment.
Ability to perform a variety of technical and clerical duties related to the selection and classification of personnel. Prepare and maintain a variety of related personnel requisitions, records and reports. Understand department goals and objectives, and work to ensure they are met. React to change in a positive manner, quickly adapting and assisting others to learn and implement new work methods or procedures. Provide customer service by showing interest in and understanding of the needs, expectations, and circumstances of internal and external customers. Operate a computer and appropriate software applications. Communicate effectively both orally and in writing, for the purpose of providing and obtaining information. Establish and maintain cooperative and effective working relationship with others. Exercise tact and independent judgment in meeting and dealing with sensitive, complex and confidential personnel issues and in explaining procedures to candidates, employees, and others. Handle complaints and disputes with composure and tact. Analytically and logically grasp and think through issues and problems. Perform mathematical calculations quickly and accurately. Work independently with little direction. Show a high level of care and thoroughness in handling the details of the job. Prioritize tasks with respect to importance and deadlines. Adjust priorities and adapt well to changes in assignment and priorities. Formally deliver oral presentations to audiences of various size and type. Work effectively and cooperatively as part of a team. Use correct vocabulary, grammar, sentence structure, spelling and punctuation when constructing written correspondence, reports, or other Personnel Commission documentation. Understand and interpret written material, including policies, rules, regulations, instructions, reports, charts, and tables. Be relied upon to be at work and on time daily, and be depended upon to follow instructions, including following policies and procedures.
Examination and Application Process
