PUBLIC SAFETY ADMINISTRATIVE MANAGER (PROMOTIONAL)

The Public Safety Administrative Manager performs professional, managerial, and supervisory work related to administrative, fiscal, and operational functions of the City’s Fire Department or Police Department. This position is responsible for the direction and oversight of administrative support staff, departmental budgets, purchasing, contracts, grants, and assigned programs. The classification serves as a civilian manager responsible for coordinating business operations and administrative services within a public safety department, ensuring compliance with City policies, funding requirements, and regulatory standards. Work involves a high degree of independent judgment, initiative, and collaboration with department management, other City divisions, and external agencies.

DEFINITION

Under general direction, plans, organizes, and manages administrative, fiscal, and support functions for assigned public safety departments; performs complex administrative and analytical duties related to budgeting, procurement, personnel, grants, and program operations; supervises assigned staff; and provides high-level assistance to command and management personnel in planning and implementing departmental initiatives. Duties may include, but are not limited to: Plan, organize, and oversee administrative operations for the Fire or Police Department. Manage and coordinate the preparation, monitoring, and control of departmental budgets and expenditures. Supervise, train, and evaluate assigned administrative and technical staff. Prepare, review, and process contracts, purchase orders, invoices, and agreements. Develop and implement administrative policies, procedures, and systems to improve departmental efficiency. Coordinate and monitor grant programs, ensuring compliance with funding requirements and reporting deadlines. Conduct complex studies and prepare reports on financial, operational, and organizational matters. Serve as departmental liaison with Finance, Human Resources, Information Technology, and other City divisions. Assist management with strategic planning, staffing analysis, and resource allocation. Oversee payroll, personnel transactions, and related administrative documentation. Prepare or review agenda items, staff reports, and presentations for the City Council or committees. Participate in emergency management activities, including EOC coordination, as assigned. Represent the department at meetings, committees, and interagency functions. Perform other related duties as assigned. Training and Experience Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Finance, Criminal Justice, Fire Science, or a related field. A Master’s degree in a related discipline is desirable. Experience Five (5) years of progressively responsible administrative, fiscal, or management experience, including at least two (2) years in a supervisory or lead capacity. Experience in a public safety, municipal, or governmental environment is highly desirable. License Possession of a valid California Class C Driver’s License.

Establish and maintain cooperative relationships with staff, management, and outside agencies. Exercise sound judgment and maintain confidentiality in handling sensitive information. Work independently and make effective decisions under pressure.
