Job Description Job Title: HR Manager Base Salary: $130,000 - $140,000 based on experience. Location: Seattle & Auburn, Washington (Multiple clinic sites) Work model: Hybrid, generally 4 days onsite at clinics and 1 day remote. Reports to: Director, People & Culture, Community Care Job Summary Indigenous Pact is seeking an experienced and strategic HR Manager to lead and formalize our Employee Relations (ER), Leave Administration, and Workers’ Compensation (WC) functions for our We Care clinic. This role is critical to building a compliant, consistent, and legally sound HR infrastructure as the organization scales. The HR Manager will serve as the subject matter expert and decision‑maker for all progressive discipline matters, ensuring proper documentation, coaching timelines, and procedural integrity are maintained in the event that employment decisions— including separations— are necessary. This role will work in close partnership with the existing HR Business Partner (HRBP), who will continue to manage day‑to‑day employee coaching and support. The ideal candidate brings a strong command of federal and Washington State employment law, OSHA compliance, and FMLA/PFML administration, and is comfortable acting as both a hands‑on practitioner and a proactive compliance architect. Key Responsibilities Employee Relations & Progressive Discipline Own and manage all formal progressive discipline processes, including written warnings, performance improvement plans (PIPs), and separation procedures in coordination with the HR Director. Ensure all ER documentation is thorough, consistent, timely, and legally defensible— establishing clear records that support the organization in potential unemployment claims, EEOC charges, or litigation. Partner with the HRBP to transition employee coaching cases into formal discipline when warranted, maintaining clean handoffs and consistent communication. Conduct or oversee workplace investigations related to complaints, policy violations, harassment, and misconduct. Advise managers and leadership on appropriate ER responses, disciplinary thresholds, and risk mitigation strategies. Will not serve as the primary point of contact for outside legal counsel on employment matters but will assist the Director of HR as needed. Leave Administration Design, implement, and manage a formal Leave of Absence program covering FMLA, Washington State PFML, ADA accommodations, military leave (USERRA), personal leave, and intermittent leave. Ensure full compliance with all applicable federal and state leave laws, including proper notice, certification, and return‑to‑work protocols. Maintain accurate leave tracking systems and employee records in compliance with record‑keeping requirements. Train managers and staff on leave rights, obligations, and procedures. Act as primary point of contact for employees navigating leave, ensuring a supportive and legally compliant experience. Workers’ Compensation Establish and manage a formalized Workers’ Compensation program from intake through claim closure, including coordination with WC insurance carriers. Ensure all workplace injuries are reported, documented, and processed in accordance with Washington State L&I requirements and federal OSHA standards. Maintain OSHA 300 logs and all required record‑keeping; lead preparation for and response to OSHA inspections or inquiries. Partner with operations and facilities to conduct regular safety audits, incident investigations, and corrective action planning. Develop and maintain written safety policies and programs in compliance with WISHA/OSHA standards. HR Leadership & Strategy Collaborate with senior leadership on HR policy development, handbook updates, and organizational risk management. Identify gaps in existing HR processes and lead initiatives to close them. Serve as a trusted advisor to managers across We Care on people matters. Stay current with changes to applicable employment law and proactively communicate compliance implications to leadership. Required Qualifications 8-10 years of progressive HR management experience with a demonstrated focus on Employee Relations and Leave Administration. Solid working knowledge of federal and Washington State employment law (FMLA, ADA, NLRA, FLSA, PFML, WISHA/OSHA, L&I). 8-10 years of experience in conducting or overseeing investigations. Strong understanding of best practices related to conducting investigations. Experience administering Workers’ Compensation claims and OSHA record‑keeping. Strong written and verbal communication skills; ability to write clear, professional HR documentation. High degree of confidentiality, professionalism, and ethical judgment. Preferred Qualifications PHR, SPHR, SHRM‑CP, or SHRM‑SCP certification. Experience working in tribal organizations, nonprofits, or healthcare setting. Familiarity with tribal employment law and sovereign immunity considerations.
