POSITION DESCRIPTION:

Recruit and retain qualified valued employees through development, and education for promotion of individual success and the success of the Oxnard Harbor District. GENERAL PURPOSE

Human Resources (HR) plays a pivotal role in ensuring the smooth operation of the Oxnard Harbor District HR functions. Purpose is to be responsible for overseeing all aspects of HR operations, from recruitment and onboarding to employee relations and compliance. HR leadership will contribute to fostering a positive work culture and maximizing employee engagement and productivity.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION: 

GENERAL JOB DESCRIPTION

HR represents the Oxnard Harbor District at a management level. Roles and responsibilities include, but are not limited to, the following essential functions:

• Develop and implement recruitment strategies to attract top talent.
• Establishes and administers student internship programs with maritime academies, trade and transportation schools, local colleges and universities and other organizations as identified.
• Develops, monitors and updates job descriptions for all employee positions.
• Conducts the hiring process including job postings, screenings, resumes, conducting interviews and extending offer.
• Facilitate new employee onboarding programs to ensure a seamless integration into the Oxnard Harbor District.
• Develops, monitors, updates, and implements HR policies and procedures, ensuring the District is in compliance with all applicable Federal, State and local labor laws and regulations.
• Conducts training and informational meetings with employees to promote awareness and understanding of policies and procedures. Maintains training records.
• Develops, monitors, updates, and maintains an employee handbook.
• Conducts periodic salary and benefit studies and makes recommendations to the CFO/CAO, for changes to the Districts overall compensation package.
• Processes biweekly Payroll and ensures all payroll records are accurate and kept up to date including PTO accrual balance. Audits submitted timesheets for conformance to the provisions in the collective bargaining agreement for represented employees.
• Ensure salary/wage adjustments are implemented in a timely manner.
• Develop and maintain professional relationships with benefits providers such as ADP, CalPERS. Administers all benefit plans for active and retired employees.
• Administers the Districts workers compensation program.
• Maintains custody and control of personnel records and confidential medical files. Develops, implements and maintains electronic record keeping as appropriate.
• Ensure employee evaluations are performed according to Policy and agreements.
• Work closely with managers and supervisors to address performance issues and implement corrective actions when necessary.
• Develops and implements employee engagement activities.
• Implement an employee recognition program according to policy and make ongoing recommendations to improve employee relations.
• Establishes and maintains a working relationship with the Service Employees International Union, Local 721 (SEIU) and acts as the District liaison with the SEIU. Participates in the Districts labor negotiating team, administers the collective bargaining agreement and serves on the Joint Labor Management Committee.
• Serve as trusted liaison for employees and management on HR related issues. 
• Address employee concerns and grievances in a fair and timely manner.
• Promote positive work environment and resolve conflicts through mediation and conflict resolution techniques.

ABILITIES:

• Strong verbal, written and interpersonal communication skills that combine tact, patience, and courtesy.

• Must maintain membership in organizations offering continued education and certifications in the HR field such as Society for Human Resource Management, (SHRM), Professionals in Human Resources Association, (PIHRA), California Public Employees Labor Relations Association (CALPELRA).

MINIMUM REQUIREMENTS

Education:
Bachelors degree from an accredited college or university in Human Resources Management, Business Administration, Public Administration, Organizational Development, or a closely related field.

Experience:
At least seven (7) years of progressively responsible professional-level experience in Human Resources, with demonstrated experience in several of the following areas:

• Employee and labor relations
• Recruitment and selection
• Performance management
• Compensation and classification
• Benefits administration
• HR policy and procedure development
• Employment law and regulatory compliance
• Leave administration
• Investigations
• Training and employee development
• Payroll and HRIS
• Collective bargaining/union relations
• Organizational development
• Supervisory or management experience
• Public Agency experience

Certification:

• Possession of, or the ability to obtain, a professional HR certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, or PHRca may be desirable or required depending on the level of the position.
• A current, valid California Class C drivers license at time of appointment and maintained thereafter in order to operate District owned vehicles
