Only Local To VA Project Manager 3 / Scrum Master Location: Richmond, Virginia (Local Candidates Required) Work Arrangement: Hybrid – Candidate must be able to work onsite up to 3 days per week Interview Process: Web Cam Interview Only Employment Type: Contract Job Summary Our Client is seeking an experienced Project Manager 3 / Scrum Master to lead Agile software development projects and facilitate successful project delivery across the full Software Development Lifecycle (SDLC). This role requires a certified Project Manager with strong Scrum Master experience who can lead Agile teams, coordinate project activities, remove impediments, and ensure projects are delivered on time and within scope. The ideal candidate will have extensive experience managing Agile projects using Scrum and Kanban methodologies while maintaining compliance with enterprise project management standards and governance. Key Responsibilities Lead Agile project delivery throughout the complete Software Development Lifecycle (SDLC). Develop and maintain project plans, release plans, schedules, budgets, and resource allocation plans. Coordinate and facilitate Agile ceremonies including: Sprint Planning Daily Stand-ups Sprint Reviews/Demos Sprint Retrospectives Backlog Refinement Release Planning Track project schedules, risks, budgets, team velocity, and project metrics. Communicate project status, risks, and milestones to stakeholders and executive leadership. Remove impediments and create an environment where Agile teams can be highly productive. Protect development teams from unnecessary interruptions and external distractions. Partner with Product Owners to manage, prioritize, and maintain Product Backlogs. Ensure Agile teams follow Scrum, Kanban, and Agile best practices. Promote continuous improvement and team productivity. Mentor, coach, and support Agile team members. Balance project scope, quality, schedule, and cost while ensuring successful delivery. Collaborate with business stakeholders, technical teams, and project leadership. Maintain compliance with organizational PMO governance and project management standards. Perform additional project management responsibilities as assigned. Required Qualifications Current PMP Certification from the Project Management Institute (PMI) or an equivalent VITA Project Management Certification. Certified ScrumMaster (CSM) Certification required. Minimum 10 years of experience with Software Development Life Cycle (SDLC). Minimum 5 years of experience working with Scrum and Kanban Agile methodologies. Minimum 8 years of experience mentoring, coaching, collaborating, and leading Agile teams. Minimum 3 years of hands-on experience using Microsoft Project or Project Server Subscription Edition (PSSE). Strong experience managing Agile software development projects. Experience managing project scope, schedules, risks, budgets, and resource allocation. Experience facilitating Agile ceremonies and supporting Product Owners. Strong analytical, organizational, and decision-making skills. Excellent verbal and written communication skills. Strong stakeholder management and leadership abilities. Ability to analyze and document business and system processes. Ability to balance competing priorities while ensuring project success. Preferred Qualifications SAFe® Certification. Experience working within the Scaled Agile Framework (SAFe). Experience supporting enterprise software development initiatives. Experience working within PMO governance environments. Experience leading multiple Agile teams. Experience with enterprise-level application development projects.
