Site Procurement Manager

Description Department: Procurement Hiring Manager: Regional Manager, Procurement FLSA Status: Exempt Working Status: Full time (Remote eligible) JOB SUMMARY We are a Chemicals manufacturing plant looking for a Site Procurement Manager to join our team. This position will be in Waggaman, LA. This is an onsite position. We are looking for a highly motivated professional with demonstrated capabilities and relevant experience. A successful individual in this role must have strong negotiating, communication, presentation, reporting & demonstrated related work experience with the ability to multi-task in a fast-paced environment. Develop and maintain positive supplier relationships. Coordinate information flow to all key internal business partners and senior management regarding supplier performance. Effective project management will be a plus in this role. Requirements Manages spend for the site by conducting data‑driven analyses, formulating sourcing strategies, and executing spot buys – including high-touch, emergency, ad hoc purchases. Manages all information needed for ERP system (e.g. SAP) to function flawlessly to include updating master data as new information becomes available. Partners with the business and support/executes the full procurement process and encourages move towards automated buying channels for tail spend. Develop and update as needed procurement policies at site level to be in line with regional requirements. Facilitates the execution of post‑award activities. Develop relationships and ensure mutual success with local suppliers, meeting specific language, cultural, and onsite requirements. Monitors and manages contracts that require local knowledge or presence. Supports implementation of new tools for sites, enabling the achievement of target ROI. Collaboratively drive and improve the performance of transactional and tactical activities within the Procurement team working closely with the Procurement Excellence Team. Develops and executes category strategies, driving value through data‑driven initiatives on demand management, strategic sourcing, innovation, and process efficiencies. Conducts thorough market research and analysis to understand industry trends, supplier landscapes, and emerging opportunities and risks. Understanding Manufacturing and Business needs and the supplier capabilities. Know the market, the relative importance of cost, demand, and growth rates of the business, etc. Build strong relationships with key suppliers, conduct negotiations, manage contracts, and evaluate supplier performance to ensure mutual success. Provides expertise on functional and cross functional teams, special projects, etc. and utilizes knowledge to work directly with functional groups to obtain resolution. Partners with business to understand requirements and ensure that category strategies align with broader organizational objectives and support business needs. Guide the development of strategies and tactics for management of facilities infrastructure improvements to optimize distribution operations, creating efficiencies and lowering costs. Ensure quality and regulatory compliance procedures and processes are in place. Drives alignment with Category Managers to achieve value synergies across regions and segments and share best practices. Lead tender events and award recommendations, working out price agreements and frame contracts. Drafts, reviews, and finalizes contract creation. Identifies and mitigates risks within category, including supply chain disruptions, price volatility, and compliance. Evaluate new tools and supports implementation plan where applicable. Influences leadership decisions toward right outcomes, accounting for perspectives in category management. Drives and improves the performance of strategic activities within the Procurement organization. Develop short term and long‑term strategies to improve service, lower costs, and enabling growth, through a deep knowledge of trends. Develops and executes strategies, drive value through initiatives on demand management, strategic sourcing, process efficiencies and innovation. Works with IT Support or Service‑Provider to correct I/T systems issues identified to optimize & improve efficiencies through automation. KEY SKILLS & COMPETENCIES Functional Competencies Proficient in SAP as well as other Procurement software. In-depth knowledge of sourcing strategy development and execution for site purchases, leveraging market knowledge and analytics. Strong familiarity with local supplier base and capabilities, building relationships with local/tail spend suppliers. Facilitate contract creation and administration effectively while managing key stakeholders. Skilled in process evaluation, innovation, and enhancement implementation. Strong aptitude for technology, with the ability to implement and manage. Knowledge of legal and regulatory standards, with the ability to conduct risk assessments and ensure compliance. Proficient in analyzing KPIs, managing cascade, understanding data, and generating reports. Professional Competencies Articulates persuasively and can influence decision‑making at higher management levels. Strong decision‑making, and strategic thinking capabilities. Entails strong communication and collaboration skills, with the ability to work effectively with both internal stakeholders. BASIC QUALIFICATIONS Bachelor’s degree in: Management, Engineering, Finance, Supply Chain, or other equivalent field, MBA/ advanced degree will be a plus. 10+ years of total working experience, in procurement 5+ years in procurement managerial roles within large companies (USD 100 million+ in procurement spend). Proven track record in driving coordination between business stakeholders, procurement operations, and Category Managers. Experience in leading teams on‑site, including managing outcomes, KPIs and SLAs, and performance. Experience in documenting SOPs, tracking compliance to SOPs, identifying process improvement opportunities. Experience in ensuring compliance to internal policies and external regulations. Experience in integrating digital tools with procurement processes. Experience with issue‑resolution, with proven track record of identifying root causes and resolving issues. Experience with workflow management tools, and ERP systems (e.g. SAP), and Microsoft office applications, including managing large databases.
