Restoration/Resource Protection Managing Coordinator

Cardinal Point Captains, Inc. (CPC) is seeking an experienced and qualified individual to serve as a Restoration/Resource Protection Managing Coordinator to support the National Oceanic and Atmospheric Administration's (NOAA) Greater Farallones National Marine Sanctuary (GFNMS) and Cordell Bank National Marine Sanctuary (CBNMS) in San Francisco/Pt. Reyes, California.

NOAA's National Marine Sanctuary teams along the north and central California coast implement regulations focusing on place-based management with communities. The Sanctuaries coordinate and participate in resource protection initiatives within CBNMS, GFNMS and Monterey Bay National Marine Sanctuary (MBNMS) on a broad array of issues, including damage assessments, restoration projects, ecosystem protection, coastal development, and wildlife disturbance.

To assist in these efforts, CPC's Restoration/Resource Protection Managing Coordinator will work alongside NOAA's Resource Protection team and provide technical and policy services for restoration planning, identification, and evaluation of existing and emerging resource protection issues. They will also provide oversight and implementation of multiple projects aimed at restoring habitats, species, and hydrologic functions in the coastal and marine environment and planning for future restoration projects.

Applicants should have proven experience in research and restoration planning and coordination, damage assessments and salvage planning, liaising with partners and permit agencies, project management, environmental policy, and regulatory review. Remote work is permitted with periodic in-office attendance in San Francisco and may require availability over weekends and a flexible schedule.

Responsibilities:

• Initiate, plan, lead and complete restoration projects, including overseeing all field activities for priority sanctuary projects, including pending Tire Removal project in Tomales Bay.
• Serve as on-site coordinator of restoration activities; liaise with partners and permit agencies as such.
• Provide technical and policy services for restoration planning, identification and evaluation of existing and emerging resource protection issues that may warrant restoration, development of recommendations, and implementation of completed restoration plans.
• Manage and secure all interagency environmental permits for restoration projects in accordance with NEPA, Sanctuary regulations and permit criteria in 15 CFR 922, and lead stakeholder coordination regarding permit status and operational timelines.
• Conduct or write damage assessments and field salvage plans and develop mitigation techniques.
• Develop slide decks/presentations, fact sheets and summary statements and present the information to the Sanctuary Advisory Council and the public in coordination with sanctuary staff. Write website postings and news updates for inclusion on ONMS web sites.

Requirements:

• At least 5 years of experience and an Advanced Degree from an accredited college or university in Marine Resource Management, Biology, Geology, Environmental Studies, or related scientific fields.
• Work experience with the following three elements:
• Coastal/marine resource protection, coastal/marine restoration or environmental management;
• Conducting environmental impact analysis and developing mitigation plans;
• Preparing, reviewing and/or implementing National Environmental Policy Act (NEPA) or California Environmental Quality Act (CEQA)-compliant documents.
• Knowledge of relevant federal and state statutes and regulations pertaining to ocean and coastal resources in the sanctuaries and demonstrated understanding of the application of regulations to multi-agency permit categories and conducting agency consultations.
• Understanding of one or more of the following topics: damage assessment and restoration, developing and reviewing salvage plans, developing mitigation techniques to minimize damages, overseeing execution of restoration activities in the field and working within the Incident Command System Environmental Unit.
• Experience with succinctly presenting complex issues to audiences orally and in writing.
• Ability to meet deadlines; manage complex projects from inception to completion; interact well with agency officials and the public; and work well as part of a team and independently.
• Able to lift and carry up to fifty (50) pounds.
• Current and valid driver's license
• Knowledge of mitigation and restoration techniques that prevent damages to estuarine and marine environments.
• Experience in damage assessments and salvage planning.
• Understanding in project management principles and experience with project planning, execution and performance. A Project Management Institute Certification: Certified Associate in Project Management (CAPM) Project Management Professional (PMP) or Program Management Professional (PgMP) is highly desirable.
