OTOP CM & Stabilization Supervisor

Job Description The OTOP CM & Stabilization Supervisor supervises staff and operations of the Recovery Incentives Program and Stabilization Counseling at Ward 93/OTOP. The incumbent is responsible for overseeing the process of determining eligibility for program services and implementation of the ASAM Multidimensional Assessment, program incentives, and ensure contingency management (CM) program practices are being followed. Subordinates include staff involved with professional operational functions. The incumbent will provide input/make recommendations on program systems and procedures, facilities and safety requirements/procedures, registration, patient coordination, scheduling, medical records storage and maintenance, and program authorizations. They will also participate in interviews, focus groups, and surveys regarding the facilitators, barriers, and general practices of the Recovery Incentives Program The OTOP CM & Stabilization Supervisor provides clinical coordination for all intake and assessment activities for the Recovery Incentives Program and Stabilization Team substance use disorder (SUD) treatment services provided by OTOP at ZSFG. They also implement and evaluate program components; provides ongoing monitoring and implementation of program compliance with State and Federal guidelines; provides administrative and clinical supervision to program staff; provides training and information regarding intake and assessment services to our community partners; assist the Program Director in planning and program development; provides direct patient services as needed, including substance use disorder assessments using the ASAM 6 Dimensional Assessment Framework and clinical consultation for alcohol and drug treatment. Supervisory aspects of the role include clinical and administrative supervision of Recovery Incentives Program staff and Stabilization staff including scheduling and assignment of duties, performance evaluations, and disciplinary actions when necessary. Under the leadership and supervision of OTOP Director, Clinical Operations, the incumbent provides immediate supervision to the program employees. A portion of time may be spent performing individual tasks related to the program such as SUD Counseling, care coordination, and other program or clinic services including but not limited to CM Coordinator and Stabilization backup support and LPHA duties. The CM Program Supervisor supervises unit operations to ensure compliance with UCSF Dept. of Psychiatry and Behavioral Sciences departmental or organizational policies, procedures, and defined internal controls in addition to program and state requirements as is governed by the State of California Department of Health Care Services. The CM Program Supervisor ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures. The OTOP CM & Stabilization Supervisor will play a key role in providing culturally responsive, trauma-informed, person-centered, harm reduction substance use counseling. Follow up care will be coordinated with OTOP’s interdisciplinary team and outside providers or supports based on individual participant needs and interests. This will include performing biopsychosocial needs assessment with participants and utilizing evidence-based models of care including but not limited to CBT, solution-focused therapy, motivational interviewing, relapse prevention planning and case management. In addition to the standard OTOP Cm and Stabilization responsibilities, the clinician will work with the OTOP Clinical Director, Intake Team and OTOP Deputy Medical Director to identify opportunities and interventions to improve patient services based on Community Advisory Board feedback and clinical data analysis. The clinician may provide evidence-based talk therapy and case management to a select cohort of patients having trouble accessing mental health/psychiatric services despite receiving referrals and demonstrated motivation for treatment engagement We aim to foster an environment of inclusion and belonging for our workforce and to create a team that reflects the diversity of patients served in our clinic. Department Description The UCSF Department of Psychiatry and Behavioral Sciences is composed of programs located at several different geographic sites, including the UCSF Nancy Friend Pritzker Psychiatry Building; UCSF Langley Porter Psychiatric Hospital; Zuckerberg San Francisco General Hospital and Trauma Center; San Francisco Veteran Affairs Medical Center; UCSF Medical Centers at Parnassus Heights, Mount Zion, and Mission Bay; UCSF Benioff Children's Hospitals in Oakland and San Francisco; clinical and research programs at UCSF's Parnassus Heights, Mount Zion, and Mission Bay campuses; and community-based programs located throughout the Bay Area and Northern California. Training is provided by more than 340 full-time faculty members and over 200 volunteer clinical faculty to 600 medical students, 63 general psychiatry residents, 26 psychiatry fellows, and more than 115 pre- and postdoctoral trainees in clinical psychology, social work, nursing, rehabilitation therapy, genetics, and neuroscience. Throughout its history, the UCSF Department of Psychiatry and Behavioral Sciences has held a strong commitment to basic and clinical research training, and currently sponsors a number of pre- and postdoctoral training grants in basic and clinical research. Laboratories at each of the training sites are excellently equipped for molecular and cellular biology, as well as clinical psychopharmacologic, neurochemical, psychophysiological, and social science research. Trainees in the program have access to a wide variety of inpatient and outpatient programs at UCSF that provide subspecialty care and serve as a setting for clinical psychiatric research, as well as comprehensive programs to support and nurture psychiatry trainees interested in pursuing careers in mental health research. Responsibilities Program Administration Implements and may develop procedures for patient reception, telephone processing, scheduling, electronic medical record workflows, and practice traffic flow in order to ensure consistently prompt, effective service to patients and visitors. Schedules staff in the coordination of daily operations and activities of clinic operations. Implements changes or new procedures to improve operational efficiencies. Ensures work is completed in a timely manner and in compliance with internal standards and external regulations. Proposes changes or new procedures to improve operational efficiencies. Coordinates with medical providers, nursing and administrative teams Works with the Program Director and Medical Director to set measurable goals for team members. With OTOP leadership, develops and implements strategies to bring more patients into the CM program and increase early retention in the Stabilization program Reviews all referrals requesting services, including appropriate responses and follow up Manages the process for scheduling all CM program intakes, Stabilization team assignments, transfers and discharges. Makes sure all supplies and resources needed for the program team are ordered and available Attends program trainings with proficiency assessments, weekly CM meetings, monthly counseling meetings and supervision as needed. Quality Improvement and Compliance Incumbent participates with the management team in the performance of routine audits, abides by policies/procedures and compliance regulations, and accreditation/ licensing inspection readiness activities. Provides orientation and training to staff, monitors and coaches as needed to assure work is performed in adherence to patient service standards, internal policies, external regulations and quality / quantity expectations. Participate in interviews, focus groups, and surveys regarding the facilitators, barriers, and general practices of the Recovery Incentives Program and Stabilization. Supervision Provides clinical and administrative supervision of OTOP and CM program staff. Interviews, selects, trains, provide performance evaluations, disciplinary actions, mentorship, and career and professional development. Assists as needed with supervision and management of DSAAM affiliated programs. Evaluates subordinate staff and participates in decision-making on hiring, salary actions, disciplinary actions, performance ratings, and other human resources matters. Support with training and onboarding of new hiresas appropriate Other duties as assigned Direct Clinical Services, Mental Health Therapy & Care Coordination Attends team meetings, case conferences and team/clinic/department meetings as assigned Provides direct clinical services for identified program patients including substance use disorder assessments, determination of program eligibility, and developing plans of care. Provides individual and group counseling as needed. Provide evidence-based talktherapy for patients seeking mental health/psychiatric services Coordinates care withOTOP psychiatry and medical providers Provide case management services to addressbarriers to treatment access Participates in multi-disciplinary treatment plans for clients with substance use problems. Provides backup clinical and program services for other team members as needed including scheduling, orientation, coaching, patient signatory on program agreements, UDT collections and analysis, explanation of results, input of results, delivery of incentives, communication of results to patients and other clinical staff, and referrals to treatment. Document services provided in medical records systems Documentation review including LOC finalization. Engage in ongoingcontinuing education and complete all required trainings Other Leadership Activities Serves on leadership committees within DSAAM as assigned by Medical Director or Program Director Participates in clinic wide preparation for accreditation and other regulatory reviews Qualifications Required Qualifications: Knowledge and abilities essential to the successful performance of the duties assigned to the position. Demonstrates resourcefulness, effective written and oral communication, diplomacy, organizational and analytic skills. Demonstrated skills to supervise support staff in clinic / center administration, and to effectively manage multiple priorities in a fast-paced, dynamic environment. In depth knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirements. Working knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to provide input to decision-making on human resources matters. Detail oriented, with the ability to apply analytical and critical thinking skills to quickly analyze problems, determine appropriate level of intervention, and apply effective solutions. Excellent organizational and interpersonal skills. Demonstrated excellence in reliability and attendance. Must be able to work quickly and efficiently in a fast-paced environment and adapt quickly to changes in policy or procedure. Strong skills in written and verbal communications, with the ability to convey complex administrative, clinical, and technical information in a clear and concise manner, and to produce a variety of reports and analyses. Self directed, assertive and creative in problem solving, systems planning and patient care management. Basic computer skills. Experience with electronic health record systems (EHR), specifically Methasoft, and Epic. Ability to work effectively and collaboratively with interdisciplinary teams. Able to provide age-appropriate assessments, interpretation of data, and delivery of interventions. Ability to work with any patient regardless of race, gender, religious affiliation, cultural beliefs, lifestyle, and disease process or treatment plan. Experience and knowledge in providing evidence-based psychotherapy and substance use counseling for adults with OUD, severe psychosocial stressors, and acute and/or chronic trauma history. Capacity to be reflective about work and role Ability to work independently CSW I: Master's degree in Social Work, Counseling or a related field from an accredited university or school of Social Work and registration/possession of the requirements necessary for application for registration as an associate clinical social worker as determined by the California Board of Behavioral Science Examiners or an equivalent combination of education and experience CSW II: Master's degree from an accredited school of social work, and possession of the requirements necessary for application for licensure as a clinical social worker as determined by the California Board of Behavioral Science Examiners; or an equivalent combination of education and experience; and knowledge and abilities essential to the successful performance of the duties assigned to the position. Required Licenses And/or Certifications Licenses and certifications that a candidate must possess to be considered for the position. Please list: Family Therapist (AMFT) or Associate Social Worker (ACSW) or Associate Professional Clinical Counselor or Psychological Associate (APCC). Licensed professionals also qualify (LMFT/LCSW/LPCC). Certified Substance Use/Alcohol and Drug Counselor as defined by CA DHCS approved counselor certification organizations (CAADE, CADTP or CCAPP) Preferred Qualifications Experience with opioid use disorder treatment including medications for opioid use disorder (MOUD) Knowledge of Federal, State and City/County Opiate Treatment Program (OTP) regulations. Aware of institutional polices regarding the provision of services and conduct of research in compliance with HIPAA and 42 CFR. Experience and knowledge of perinatal mental health needs when engaged in MOUD and family systems. Experience working with unhoused patients. Experience working with immigrant populations. Experience working with justice involved populations. Minimum 2 years experience working in substance use and/or mental health field with low-income, culturally diverse populations.
