Senior Human Resources Manager

The Immigrant Legal Resource Center (ILRC) is seeking a full-timeSenior Human Resources Manager.This is an exempt position that reports tothe Senior Director of Human Resources and Administrationand has supervisory responsibilities.It is a hands-on, fast-paced role that will support and contribute to the growth and impact of the HR department while contributing to the ongoing evolution of ILRC culture, including our ongoing DEIAB work.

The ILRC currentlyoperatesundera hybrid work model,requiring two in-office days per week.

The Opportunity:

Thisposition offers an opportunity to join an internally facing, customer service-driven team dedicated tosupporting the organization in its entirety.The ILRC is currently addingcapacityto our human resources department. The individual who fills this role will play an integral part in increasingourcapacity to serve the organization, draft and review policies, work on DEIAB initiatives, supervise two HR team members, as well as handling other responsibilities as assigned. We are looking for a self-starter whothrivesin a collaborative environment and can also work independently. The ideal candidate will work with the Senior Director toestablishpriorities and HR strategy in ways that elevate and advance the ILRCs mission and organizational goals.

JobResponsibilities:This positionwill contribute to several concurrent programs. Duties may include:

• Managing the daily workflow of the department.

• Supervising the Talent & Development Specialist and the Human Resources Assistant, both based out of the San Francisco office.

• Identifyingdevelopmentalneeds of employees and coaching,mentoring, or helping others improve their knowledge or skills.

• Proactivelystayingup to datewithknowledge of federal, state, local, and case law changes and labor law activity affecting human resources and the organization so that the organizations policies, procedures, and practicescomply withnew and existingregulations.

• The ability to understand,implement, and upholda Collective Bargaining Agreement (CBA), while helping toperformvariousdutiesrequiredto administer the CBA.Analyzing trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts andretainstop talent.

• Creating learning and development programs and initiatives thatprovide internal development opportunities for employees.

• Creating andmodifyingbudgets.

• Providing support and guidance to staff when complex, specialized, and sensitive questions and issuesarise,for both union and non-union employees.

• Providing oversightand management for data collectionfor internal and external projects.

• Collaborating with thedepartmenttomaintainemployee files, job descriptions, and other employee documentation, ensuring the integrity and confidentiality of all records and information.

• Acting as a liaison between the organization and external benefits providers and vendors, including but not limited to health, disability, and retirement plan providers.

• Identifyinggaps in existing processes andproposingsolutions to improveefficiency throughout the department.

• Working on special projects as assigned.

• Supporting the Senior Director of Human Resources & Administration as needed.

RequiredQualifications:The successful applicantis required tohave:

• A minimum of8years of experienceworking in human resources, with a minimum of 3 years of supervisory experience.

• A collegeor universitydegree orpossessknowledge equivalent toa4-year degree from a college or university;

• Comfortablein all aspects of HR,including but not limitedtoemployee relations, recruiting, administration, benefits, compensation, compliance, and staff development.

• A willingnessto work closely with and learn from colleagues, including being willing to take direction andeditingfrom others,and to incorporate feedback.

• Excellent oral and written communication skills, including strong facilitation skills and presentation skills, report writing skills, and the ability to communicate complex data, findings, and ideas clearlyand accurately.

• Strongtime management skills and the ability to meet deadlines.
  

• Astrong work ethic, including the following qualities: organized, flexible, reliable, and dependable, able to work independently, and able to handle several projects simultaneously.

• Experience working in HRIS systems and performance management systems.

• Proficiencyin Microsoft 365,Google, and time/project management applications.

• The ability totravel up to 10% percentageoftime.

• The ability torecognizeways that race and ethnicity, gender, and other identities intersect in the communities that we serve.

• Interest in workingwith a pro-immigrant organization that isfocused onimmigrationlaw and immigrant rights issues.

Preferred Qualifications:

• SHRM or HRCI certification.

• Experience working in a union environment.

• Training, teaching, or other public speaking experience.

• System implementation experience.

Compensation/Benefits:

Pay iscommensuratewith experience, with an expected range between$125,000 - $140,000annually. The ILRC offers excellent benefits, medical/dental/vision insurance, EAP sessions, a flexible spending account for medical and dependent care, vacation, and sick leave. The ILRC also sponsors a retirement planoptionupon fulfillment of eligibility. Additionally, we offer an annual professional development stipend of $2,500 and from 2025 2027, an annual wellness stipend of $2,500.ILRC also offers a sabbatical program: employees are eligible to apply for an 8-week sabbatical after five years of service and a 12-week sabbatical after ten years of service.
