Public Utilities Regulatory Analyst V

Job Description Public Utilities Regulatory Analyst V in the Electricity Markets Planning team of the Public Advocates Office, located in San Francisco. Responsibilities Conduct complex and varied technical, economic, quantitative, and policy research and analyses in public utility regulation. Evaluate program aspects, including ratepayer impacts, program budget and expenditures, cost tests and forecasts, regulatory priorities, and interaction with state and federal law. Independently develop written reports, memoranda, sworn testimony, and comments for CPUC proceedings. Serve as an expert witness for the Public Advocates Office on completed studies and analyses. Make formal presentations and advocate on behalf of the Public Advocates Office. Advise CPUC management and staff. Represent the Public Advocates Office in CPUC meetings, workshops, and other regulatory forums. Lead project teams composed of analysts, engineers, lawyers, and student interns. Location and Work Arrangement This is a hybrid position. The selected candidate must report to the assigned headquarters office at least two days a week. Telework may be eligible for California residents under applicable policies. Desired Qualifications Experience working with resource adequacy, integrated resource planning, CAISO markets, Extended Day‑Ahead Market, Western Energy Imbalance Market, Regional Organization for Western Energy, PATHWAYS, capacity expansion, and production cost simulation modeling.
