Contracts Specialist

Job Summary The Contracts Specialist provides administrative and analytical support to Contracts and Procurement Services. Working independently under limited supervision, this position is responsible for a variety of services to campus departments to ensure the procurement authority vested with the University is effectively implemented and administered in accordance with all applicable laws and regulations. Key Responsibilities Initiate, evaluate, and execute a variety of contracts including construction-related public works contracts, design and professional service agreements, leases, student agreements, memorandums of understanding, and other campus contracts in accordance with CSU, ICScUAM and SUAM guidelines. Analyze contract financial data, review Job Order Contract compliance and Change Order Requests, interpret and apply rules and policy, and make decisions related to terms and conditions. Provide contract management throughout the term of each contract to ensure proper execution, compliance, termination, and verification of risk and insurance terms. Identify potential savings through bid solicitations, review of contractor payment requests, risk evaluation, and avoidance. Apply construction industry knowledge and problem-solving techniques in line with CSU and University guidelines. Participate in procurement planning, analysis, development, and evaluation of complex programs with broad impact to the university, community, and CSU. Research, analyze, assess, and develop programs such as emergency contracting, construction, student programs, and revenue-generating initiatives. Gather and report statistical information on contracting and procurement and prepare public reporting documents. Coordinate audits, project closures, and reports on project development and contracted activities. Recommend beneficial changes to procurement and contracting policies and procedures. Coordinate campus training sessions on procurement, RFP, vendor outreach, and related topics. Manage public works contracts for minor and major capital projects and monitor retention funds through project close-out. Knowledge, Skills & Abilities Expertise in contract administration and knowledge of applicable laws and regulations. Strong analytical, research, and development skills to interpret and evaluate results for recommendations. Ability to understand university objectives, discern underlying principles, and develop strategic solutions. Effective collaboration with public and private entities across sensitive contractual topics. Excellent oral and written communication skills. Advanced knowledge of public and business administration principles, fiscal management, and accounting systems. Experience with PeopleSoft or other ERP financial systems, DGS eProcurement portal, PlanetBids, Smartsheet, and presentation tools. Maintains knowledge of state laws, CSU policies, and university procedures. Provides excellent customer service and public relations support. Required Qualifications Bachelor’s degree and/or equivalent training. Four years of administrative work experience involving analysis and improvement of administrative policies, procedures, practices, or programs. Preferred Qualifications Master’s degree. Experience with contract administration and client relationship management. Experience tracking KPIs such as contract performance and customer service. Experience negotiating complex contracts and managing risk through contracts. Compensation Classification: Administrative Analyst/Specialist – Exempt II Anticipated Hiring Range: $7,352/month – $7,958/month (Step 13 – Step 17) CSU Salary Range: $5,797/month – $8,445/month (Step 1 – Step 20) San José State University offers a comprehensive benefits package typically worth 30–35% of base salary.
