Air Pollution Specialist (APS) Salary: $5,918.00 - $11,455.00 per month (classification A, B, C) Location: California; hybrid in‑office & telework options for California residents. Non‑resident applicants ineligible for telework. Telework eligibility follows CARB policy. Job Overview The Climate Change Program Evaluation Branch seeks an Air Pollution Specialist to support the U.S. Forest Compliance Offset Protocol within the California Cap‑and‑Trade Program. The position focuses on developing, implementing, and analyzing policies and technical tools for forest carbon quantification, monitoring, and reporting. Responsibilities Assess U.S. Forest Compliance Offset Protocol projects and review forest inventory methods. Assist offset project operators with compliance, verification, and regulatory matters. Develop statistical tools and approaches for forest carbon quantification, monitoring, and reporting. Contribute to updates of the protocol and associated regulatory provisions. Prepare reports, briefing papers, speeches, and presentations to inform management and stakeholders. Lead workgroups, technical meetings, verification audits, and engage with industry, environmental groups, and government. Provide regulatory guidance, interpret requirements, and respond to stakeholder inquiries. Travel as required. Perform background checks related to market‑sensitive information. Qualifications Knowledge of forestry practices, forest inventory methods, and geospatial mapping. Experience with greenhouse gas accounting, compliance offset programs, and climate policy. Strong analytical, statistical, and data‑analysis skills. Excellent written and verbal communication; ability to produce technical reports and presentations. Project management experience and ability to handle changing priorities. Ability to work independently and as part of technical teams. U.S. citizenship or permanent resident status; eligibility for federal employment. Background check clearance on felonies and credit.
