Preconstruction Manager/Estimator

Job Full Description

The Chief Estimator is responsible for preparing accurate and competitive cost estimates for construction projects. Key duties include reviewing plans and specifications, completing quantity takeoffs, obtaining subcontractor and supplier pricing, identifying project risks, and supporting bid strategy development.


This role works closely with project managers, superintendents, operations, and executive leadership to develop project budgets, recommend value engineering solutions, and ensure a smooth transition from preconstruction to construction.

This is a full-time salaried position based primarily in an office, with occasional site visits as needed.

Qualifications

• 5+ years of construction estimating or preconstruction experience
• Experience with commercial, municipal, infrastructure, or design-build projects preferred
• Strong knowledge of construction methods, materials, scheduling, and cost estimating
• Proficient with Microsoft Office, Bluebeam, and estimating software
• Strong analytical, organizational, communication, and negotiation skills
• Bachelor's degree in Construction Management, Engineering, or related field preferred (or equivalent experience)
• OSHA certification and professional estimating certifications are a plus

Key Responsibilities

• Prepare conceptual, preliminary, and detailed cost estimates
• Perform quantity takeoffs and cost analysis
• Solicit and evaluate subcontractor and vendor bids
• Develop project budgets and bid proposals
• Identify project risks, scope gaps, and cost-saving opportunities
• Coordinate with architects, engineers, consultants, and project teams
• Support value engineering, constructability reviews, and bid strategy
• Assist with project handoff from estimating to operations
• Manage multiple bids while meeting deadlines
