At CGI, we offer limitless opportunities to make a meaningful impact for the clients and communities we serve. CGI Advantage is a unified ERP platform featuring a powerful combination of modern technology and built-for-government solutions. With over 46 years of public sector expertise, our secure, intuitive platform is backed by an active client community that values innovation and access to CGI’s global network of experts. We are seeking a dynamic, results driven ERP Business Development Director with strong experience working with Departments of Transportation (DOTs) to lead strategic growth initiatives and expand our footprint within State and Local Government markets. This role focuses on identifying, advancing, and closing new business opportunities by promoting our market leading ERP solutions. The ideal candidate brings proven success selling into DOT agencies, an understanding of their operational needs, and the ability to build trusted relationships with transportation leadership teams. Experience engaging with State DOTs is highly preferred and will be a key differentiator. Location: Fairfax, VA | Dallas/Belton, TX | Denver, CO | Knoxville, TN | Lafayette, LA | Henderson, NV
Hybrid role: 2–3 days/week onsite at any CGI office. Your future duties and responsibilities
• Develop and execute a comprehensive business development strategy focused on ERP solutions (e.g., Oracle, SAP, PeopleSoft, CGI Advantage, CGI Momentum, etc.), with a targeted focus on State DOT needs such as infrastructure funding, capital project accounting, asset lifecycle management, grants, and transportation financial systems.
• Identify, qualify, and pursue new business opportunities with State and Local Government, especially Departments of Transportation-through market research, targeted outreach, networking, and DOT specific lead generation.
• Research DOT organizational structures and decision makers; synthesize intelligence to position CGI’s ERP capabilities tailored to transportation operations, funding cycles, and federal compliance requirements.
• Build and maintain strong relationships with DOT CIOs, CFOs, Chief Engineers, division directors, and other key transportation stakeholders; understand their pain points, modernization goals, and ERP transformation priorities.
• Lead the end to end sales cycle including capability positioning, proposal development, RFP responses, oral presentations, contract negotiation, and deal closure within the DOT environment.
• Collaborate with pre sales teams, solution architects, and delivery teams to align DOT requirements—such as project accounting, maintenance management, fleet/asset management, and federal grant compliance with the proposed ERP solution.
• Establish trusted, peer level relationships across DOT agencies to effectively position CGI’s differentiators and proactively propose innovative solutions.
• Represent the company at transportation industry events, DOT conferences, and government technology forums to promote CGI’s capabilities and thought leadership.
• Track, manage, and report on sales pipeline, forecasts, and performance metrics, including DOT specific pursuits, to senior leadership.
• Stay current on ERP and DOT industry trends, modernization initiatives, FHWA/FTA regulations, IIJA/BIL funding requirements, and competitive offerings.
• Ability and willingness to travel as needed for DOT client engagement. Required qualifications to be successful in this role
• Bachelor’s degree in Business, Information Technology, Public Administration, or related field (MBA preferred).
• 10+ years of experience in business development or sales within the ERP space, including direct experience working with any Departments of Transportation(State or Federal)
• Proven track record of meeting or exceeding sales targets in enterprise software, ERP transformation programs, or government consulting services.
• In-depth understanding of ERP platforms, implementation lifecycles, and transportation related workflows such as capital project management, asset management, federal grants, and state transportation finance.
• Strong knowledge of government budgeting, DOT procurement processes, RFP procedures, and legislative funding cycles.
• Exceptional negotiation, communication, and presentation skills, with demonstrated success influencing senior DOT executives.
• Highly entrepreneurial, persistent, and persuasive, with a strong ability to navigate complex government environments and long sales cycles.
• Ability to work both independently and in a collaborative, fast paced, matrixed environment.
• Willingness to travel as required. CGI anticipates accepting applications through July 30, 2026. CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role. The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $143,000.00 - $305,800.00. CGI’s benefits include: • Competitive base salaries.
• Eligibility to participate in an attractive Share Purchase Plan (SPP) in which the company matches dollar-for-dollar contributions made by eligible employees, up to a maximum, for their job category.
• 401(k) Plan and Profit Participation for eligible CGI Partners.
• Flexibility and paid accrued vacation leave, ranging from 10 to 15 days per year, based on the job level, years of relevant prior experience, and years of service.
• 8 paid holidays per year & 2 floating holidays per year.
• Wellness and Well-being programs.
• Comprehensive medical, dental, and vision benefits
• Back-up child care, Pet insurance, a Member Assistance Program, a 529 college savings program, a personal financial management tool, lifestyle management programs and more. #LI-KB5 Together, as owners, let’s turn meaningful insights into action.
