Human Resources Confidential Assistant IV – Part‑Time (Special Projects) – Behavioral Health & Recovery Services Job Overview Behavioral Health & Recovery Services (BHRS) seeks a detail‑oriented, resourceful HR Confidential Assistant IV to support department HR operations, data analysis, and special projects. The role provides high‑level operational and analytical support to HR Managers within a highly regulated public‑sector behavioral health environment. Responsibilities Provide operational, analytical, and technical HR support to HR Managers and leadership. Support HR initiatives, special projects, and process improvement efforts in a complex, highly regulated environment. Coordinate HR activities across functions: employee and labor relations, leave administration, payroll-related processes, recruitment, and retention. Compile, analyze, and report HR data to support decision‑making and maintain compliance. Track HR projects, deliverables, and deadlines across multiple workstreams. Support HR workflow coordination, documentation, and audit readiness activities. Assist with implementation of HR programs aligned with County policies and regulatory requirements. Conduct audits and reviews of HR processes, records, and documentation for compliance. Assist with administrative investigations by gathering information, reviewing documentation, and preparing summaries or reports. Research, interpret, and apply federal, state, and local employment regulations impacting HR operations. Partner with the Senior HR Manager to develop recommendations, solutions, and action plans for complex HR matters. Prepare reports, summaries, presentations, and other written materials to support HR operations and decision‑making. Provide technical HR support and consultation on personnel-related matters. Perform other related duties and special assignments in support of BHRS HR operations. Knowledge, Skills, and Abilities Employee Relations & Investigation Principles Labor Law & Policy Interpretation HR Policy Development & Implementation HR Process Improvement Methods HR Operations & Cross-Functional Coordination Policy Interpretation & Application HR Compliance Reviews & Auditing Administrative Investigations & Case Documentation Process Improvement & Workflow Analysis Project Coordination & Special Assignments Report Writing & Documentation HRIS Systems & Data Analysis Written & Verbal Communication Judgment, Discretion & Confidentiality Organization & Priority Management Stakeholder Collaboration & Consultation HR Compliance, Auditing, & Regulations Required Qualifications Applicants must meet the following: Three (3) years of progressively responsible lead-level experience performing complex Human Resources duties in compliance, employee relations, investigations, or analytical HR operations. OR Two (2) years of progressively responsible lead-level experience performing complex Human Resources duties in compliance, employee relations, investigations, or analytical HR operations and at least 30 college semester units (or 45 quarter units) in Human Resources Management, Communications, Business Administration, Public Administration, or a closely related field. Pass a County-paid pre-employment background investigation. Maintain confidential information according to legal standards and/or County regulations. Be able to perform duties in a safe working environment and may be required to possess a valid California Driver’s License depending on the position. Maintain eligibility in accordance with County policies. Benefits Participation in the County 401(a) retirement program. Provisional classification with no full benefits, except 401(a) participation.
