Training Specialist

Summary The Training Specialist position is located within the Office of Community Care (OCC) at the VA Eastern Colorado Healthcare System, and reports directly to the Deputy Chief of Administration, OCC. The incumbent develops and implements all training and serves as the point of contact and super user of all programs associated with OCC. The incumbent manages all orientation activities, remediation of problem employees, and documentation of orientation. Responsibilities Duties include, but not limited to: Develops and implements training modules on OCC operations to support continuity of care for Veterans, tailored for new and existing direct care employees, including inpatient/outpatient staff, CBOC MSAs, HBAs, Travel clerks, and other medical center personnel (clerical, administrative, and clinical). Designs and evaluates training courses and programs and makes enhancements based on evaluation outcomes and feedback. Provides instruction on a wide range of topics, including the Mission Act, Community Care Network (CCN), eligibility, and the OCC referral process, in well-established subject matter areas. Delivers training to healthcare providers, MSAs, Providers, and RNs. Identifies and sets training priorities, conducts and administers training programs, and develops or enhances training materials related to VistA, CPRS, CTM, HSRM, EPS, EPSI, and other relevant computer applications. Is knowledgeable about competency-based orientation and validation program and activities. Uses this knowledge to enhance orientation and other educational programming to ensure competencies for Medical Center employees. Responsible for IT security and confidentiality for, but not limited to, data, network or system access, accessibility codes. Develops, obtains, and adapts current instructional material. Performs duties involving the instruction of training courses or the modification of course content and/or material. Uses a wide range of teaching methods or tools, depending on the students learning requirements. Initiates educational programming which is responsive to changes in the policy/procedure/technology, and promotes the mission, vision, and values of the organization. Instructional problems encountered require organization of course material and/or modification for students who may pose typical problems of communication or remediation. Remediation may include the incumbent identifying the specific problem, selecting/implementing alternative learning strategies, setting daily objectives, documenting progress including discussing with employee, and formally reporting to immediate supervisor for potential action. In the performance of official duties, the employee has regular access to printed/electronic files containing sensitive data, which must be protected under provisions of the Privacy Act of 1974, and other applicable laws, federal regulations, VA statutes and policy. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, develops, evaluates, and present the unit's education program; Evaluates current training material and adapts as needed per target audience and setting; Utilize written and spoken communication with a variety of audiences, skilled in oral presentations; Technical knowledge of scheduling, medical software, and general automation equipment for presentation preparation; Utilizes a variety of teaching methods to reach various learning styles, including hands-on learning.
