HSCS is comprised of ten psychiatric hospitals, two youth residential treatment facilities, and thirteen state supported living centers. Psychiatric hospitals are a hub of excellence for forensic mental health and complex psychiatric care, with all facilities accredited by The Joint Commission. They provide state-of-the-art treatment that is recovery-oriented and science-based. The Senior Behavior Analyst II for TAP-IN is dispatched to various state hospital campuses and provides temporary leadership, training, and services to the recovery team of professionals based upon the hospital’s specific needs for service and supports. Develops reports on completed work. May provide advanced clinical and supervisory services and monitors the training and clinical supervision of those working towards Texas licensure as behavior analysts. Completes and/or oversees the completion of behavioral health assessments and positive behavior support plans (PBSP’s). Provides training related to applied behavior analysis service delivery. May temporarily serve as the department director/manager, which includes managing department business functions and providing oversight to other members of the department. Coordinates and oversees technical consultation to behavior health staff on individuals with complex high-risk behaviors that require complex behavior interventions. Teaches/trains local staff to develop and maintain advanced data systems to comply with the Joint Commission requirements, including crisis intervention and restraint use. Coordinates, evaluates, and approves functional behavioral assessments and behavior support plans. Evaluates the implementation of behavior support plans through personal observation and review of documentation. May chair various committees. Responsible for maintaining knowledge of applicable laws, regulations, departmental and agency policy and for overseeing the development and implementation of systems and procedures to meet the standards and requirements therein. The work schedule varies upon request or as needed. Travel at least 40% of the time is required with telecommuting during days when not assigned to a state hospital. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Essential Job Functions (EJFs) Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Develops, teaches/trains and monitors progress of PBSPs. Assists in systematically evaluating the consistent development and implementation of behavior support plans through personal observation, staff interviews, and review of documentation. Works with all levels of staff to facilitate effective staff management and program implementation. Reviews the analysis of trends and patterns of problem behaviors, use of restrictive and emergency procedures, and treatment results performed by others. Coaches’ others on how to do an analysis of trends and patterns of problem behaviors, proper use of restrictive and emergency procedures, and providing treatment results. Conducts and/or oversees others conducting comprehensive functional behavior assessments, develops oral and written reports of the results of such assessments, and develops or assists in the development and training of behavior support plans. Assists Behavior Analyst I’s with complex behavioral assessments and treatment. Performs observations and assessments relevant to the design of positive interventions and supports for individuals and provides leadership and training to staff concerning positive approaches to preventing/addressing challenging behaviors. Works collaboratively with other team members to develop behavioral interventions, identifies environmental factors that may impact psychiatric care, and participates in restraint reduction efforts. Mentors behavioral health staff in proper consultation with the psychiatrist and other disciplines. Designs and teaches accountability systems to monitor progress on restraint reduction, psychotropic medication reduction, and effective positive interventions, including treatment and data fidelity. Provides professional development and training to staff, as needed, including applied behavior analysis, learning principles, skill acquisition, positive behavior supports, and contemporary behavioral issues to positively impact service delivery. Provides advanced technical assistance and training to staff on the treatment of individuals with complex behavioral, psychiatric, cognitive, developmental, or physical and health-related needs. Plans, assigns, and supervises the work of Behavior Analyst I’s, and other staff to ensure continued professional growth and positive impact of delivery of service to the individuals. Temporarily serves as the department director/manager, which includes managing department business functions and providing oversight by supervising, assigning and prioritizing the work of other members of the department if needed. Provides clinical supervision, feedback, and evaluation of BCBA trainees’ work and skill development to meet the requirements of the Behavior Analyst Certification Board and the Texas Regulatory Board. Chairs assigned committees as needed by the SSLC and teaches others to chair those committees. Participates in mandatory training per HHS policies HHS and procedures, HIPAA policies, state and federal rules and regulations, and hospital regulations, and the requirements of the Joint Commission in order to provide quality services and care to individuals served. Maintains knowledge of applicable laws, regulations, and departmental and agency policy and for developing systems and procedures to meet the standards and requirements therein and teaches this information to others. Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%) Knowledge, Skills and Abilities (KSAs) Ability to conduct comprehensive functional behavior assessments and functional (analogue) behavior analysis and to develop behavior support plans. Knowledge and skills in applied behavior analysis and behavior support plan development, implementation, and evaluation. Knowledge regarding medications used to assist with behavior management and systems to track treatment effectiveness. Ability to evaluate behavioral and program data and to make clinical recommendations based on those data. Ability to teach/train staff in programming and related behavioral areas. Ability to professionally supervise behavioral and programming staff. Ability to work with minimal supervision with extensive latitude for the use of initiative and independent judgment. Knowledge and experience in administering all aspects of the delivery of behavioral services to persons with intellectual disabilities. Knowledge regarding etiology and characteristics of mental health. Knowledge regarding applicable local, state, and federal laws, federal regulations, Behavior Analysts Certification Board requirements, and departmental and agency policy related to the provision of behavioral services. Advanced writing skills in developing technical reports, grants, research proposals, and other relevant documents. Leadership skills in motivating staff and effectively implementing changes. Knowledge and skills in using personal computers and relevant software. Skill in quickly adjusting to new environments and working with a variety of teams. Ability to travel at least 40% of the time and to telecommute. Registrations, Licensure Requirements Or Certifications Must be a Board-Certified Behavior Analyst (through the Behavior Analyst Certification Board) or a certified Qualified Behavior Analyst (QBA®); and eligible to be licensed as a Behavior Analyst in Texas. Licensure as a Behavior Analyst through the Texas Department of Licensing and Regulation is preferred. Initial Screening Criteria A minimum of a master’s degree from an accredited university that was conferred in behavior analysis, education, psychology, or related discipline is required. A minimum of one (1) year’s experience working as a Behavior Analyst following certification. Experience working with individuals with high-risk challenging behavior is preferred. Experience leading, managing, directing the work of others is preferred. Willingness to travel at least 40% of the time (as indicated on application). Additional Information Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service. All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco and Terrell Center for Youth applicants must be 21 years of age. Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals.
