Oil and Gas Regulatory Engineer

The Oil and Gas Section has an opening for an enthusiastic, self-directed individual to work with a team tasked with implementation of the "Oil and Gas Methane" regulation. The successful candidate's duties may include supporting ongoing and future amendments to the regulation; conducting technical review of emission control technologies and process modifications to reduce emissions through the development of control measures or regulations; developing guidance documents and equipment reporting programs; and working with local air districts and CARB's Enforcement Division to help enforce the regulation. Duties may also include providing input to the AB 32 Climate Change Scoping Plan process and CARB's efforts to meet carbon neutrality by 2045 or earlier. Additional duties may include planning and overseeing technical research studies via contracts to develop technical data to support emissions analyses on various projects, and developing databases, developing emission inventories and analytics of emissions data from oil and gas projects, and comparing different inventory methodologies. The successful candidate's duties may also include investigating and evaluating the technical feasibility, cost-effectiveness, environmental impacts, and socio-economic impacts of control strategies for the oil and gas sector. Duties may require close interaction and teamwork with a broad range of internal and external scientists, engineers, economists, and policymakers, as well as industry, environmental organizations, and community groups. This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

• Experience with technical assessment and/or use of methane detection technologies or other pollutant detection/measurement technologies • Expertise with data analytics (SQL, Tableau, Python, Power BI or other) • Excellent written and verbal communication skills • Familiarity with local, State, and Federal climate and air quality programs • Demonstrated engineering and problem-solving skills; time-management, and computer skills • Ability to explain technical concepts to the layperson, and collaborate effectively with community, industry, and government stakeholders • Strong background in air pollution, science, engineering, and public policy • Work independently and in a team setting and have excellent interpersonal skills
